2 AMENDMENT NO. . Amend House Bill 3736, by deleting
3 everything after the enacting clause and inserting in lieu
4 thereof the following:

6 may be necessary, is appropriated to the Illinois Student

8 associated with federal costs allocation requirements.
9 Section 15. The sum of $10,000, or so much thereof as
10 may be necessary, is appropriated to the Illinois Student
11 Assistance Commission from the Higher EdNet Fund for costs
12 associated with administration of the Illinois Higher EdNet,
13 a clearinghouse for post-secondary education financial aid
14 information.
15 Section 20. The following named amounts, or so much
16 thereof as may be necessary, respectively, are appropriated
17 to the Illinois Student Assistance Commission from the
18 Student Loan Operating Fund for its ordinary and contingent
19 expenses:

11 payment of grant awards to students eligible to receive such
12 awards, as provided by law, including up to $7,000,000 for
13 transfer into the Monetary Award Program Reserve Fund.
14 Section 30. The following named amount, or so much
15 thereof as may be necessary, respectively, are appropriated
16 from the Monetary Award Program Reserve Fund to the
17 Illinois Student Assistance Commission for the following
18 purposes:

4 Illinois Student Assistance Commission for the following

10 thereof as may be necessary, is appropriated from the General

16 Section 55. The following named amount, or so much
17 thereof as may be necessary, is appropriated from the
18 Contracts and Grants Fund to the Illinois Student Assistance
19 Commission for the following purpose:
20 To support outreach and training activities ........$ 50,000
21 Section 60. The following named amount, or so much
22 thereof as may be necessary, is appropriated from the
23 Optometric Licensing and Disciplinary Board Fund to the
24 Illinois Student Assistance Commission for the following
25 purpose:

27 For payment of scholarships for the
28 Optometric Education Scholarship
29 Program, as provided by law ......................$ 50,000
30 Section 65. The following sum, or so much thereof as may

1 be necessary, is appropriated from the Federal Student
2 Incentive Trust Fund for the Federal Leveraging Educational
3 Assistance and Supplemental Leveraging Educational Assistance
4 Programs to the Illinois Student Assistance Commission for
5 the following purpose:

7 For payment of Monetary Award Program grant
8 awards to full and part-time students
9 eligible to recevie such awards, as
10 provided by law............................. $3,700,000
11 Section 70. The sum of $150,000, or so much thereof as
12 may be necessary, is appropriated to the Illinois Student
13 Assistance Commission from the General Revenue Fund for
14 support of new initiatives to increase awareness of
15 educational and financial aid opportunities among underserved
16 or underrepresented populations.
17 Section 75. The sum of $220,000,000, or so much thereof
18 as may be necessary, is appropriated from the Federal Student
19 Loan Fund to the Illinois Student Assistance Commission for
20 distribution when necessary as a result of the following: for
21 guarantees of loans that are uncollectable, for collection
22 payments to the Student Loan Operating Fund as required under
23 agreements with the United States Secretary of Education, for
24 payment to the Student Loan Operating Fund for Default
25 Aversion Fees, and for other distributions as necessary and
26 provided for under the Federal Higher Education Act.
27 Section 80. The sum of $24,000,000, or so much thereof
28 as may be necessary, is appropriated to the Illinois
29 Student Assistance Commission from the Student Loan Operating
30 Fund for distribution as necessary for the following: for
31 payment of collection agency fees associated with collection

1 activities for Federal Family Education Loans, for Default
2 Aversion Fee reversals, and for distributions as necessary
3 and provided for under the Federal Higher Education Act.
4 Section 85. The sum of $5,000,000, or so much thereof as
5 may be necessary, is appropriated to the Illinois Student
6 Assistance Commission from the Student Loan Operating Fund
7 for costs associated with Federal Loan System Development and
8 Maintenance.
9 Section 90. The sum of $13,000,000, or so much thereof
10 as may be necessary, is appropriated to the Illinois Student
11 Assistance Commission from the Student Loan Operating Fund
12 for transfer to the Federal Student Loan Fund for
13 reimbursement of sums transferred for working capital
14 purposes as permitted by federal law.
15 Section 95. The sum of $1,300,000, or so much thereof as
16 may be necessary, is appropriated from the Federal Reserve
17 Recall Fund to the Illinois Student Assistance Commission for
18 default prevention activities and transfers to the Student
19 Loan Operating Fund.
20 Section 100. The sum of $300,000, or so much of that
21 amount as may be necessary, is appropriated from the Accounts
22 Receivable Fund to the Illinois Student Assistance Commission
23 for costs associated with the collection of delinquent
24 scholarship awards pursuant to the Illinois State Collection
25 Act of 1986.
26 Section 105. The following named amount, or so much
27 thereof as may be necessary, is appropriated from the Federal
28 Student Assistance Scholarship Fund to the Illinois Student
29 Assistance Commission for the following purpose:

1 For payment of Robert C. Byrd
2 Honors Scholarships........................ $1,800,000
3 Section 110. The sum of $70,000, or so much thereof as
4 may be necessary, is appropriated to the Illinois Student
5 Assistance Commission from the University Grant Fund for
6 payment of grants for the Higher Education License Plate
7 Program, as provided by law.
8 Section 115. The following named amount, or so much
9 thereof as may be necessary, is appropriated from the Federal
10 Reserve Recall Fund to the Illinois Student Assistance
11 Commission for the following purpose:
12 For student loan reserve recalled by the
13 Secretary of Education, United States
14 Department of Education, for transfer to
15 the Federal Student Loan Fund .................$ 4,000,000
16 Section 120. The following named amount, or so much
17 thereof as may be necessary, is appropriated from the Federal
18 Student Assistance Scholarship Fund to the Illinois Student
19 Assistance Commission for the following purpose:
20 For transferring repayment funds collected
21 under the Paul Douglas Teacher Scholarship
22 Program to the U.S. Treasury ....................$ 400,000
23 Section 125. The following named amount, or so much
24 thereof as may be necessary, is appropriated from the Student
25 Loan Operating Fund to the Illinois Student Assistance
26 Commission for the following purpose:

1 Section 130. Effective date. This Act takes effect on
2 July 1, 2003."
