1 AMENDMENT TO HOUSE BILL 3739
2 AMENDMENT NO. . Amend House Bill 3739, by deleting
3 everything after the enacting clause and inserting in lieu
4 thereof the following:
5 "ARTICLE 1
6 Section 5. The following named amount, or so much
7 thereof as may be necessary, for the purpose hereinafter
8 named, is appropriated from the General Revenue Fund to the
9 Board of Trustees of Eastern Illinois University to meet the
10 ordinary and contingent expenses of the University, including
11 payment or reimbursement to the University for personal
12 services and related costs incurred during the fiscal year
13 ending June 30, 2004 and for salaries accrued but unpaid to
14 academic personnel for personal services rendered during the
15 FY 2003 academic year........................... $47,975,838
16 Total $47,975,838
17 Section 10. The sum of $665,700, or so much thereof as
18 may be necessary and remains unexpended at the close of
19 business on June 30, 2003, from a reappropriation heretofore
20 made for such purpose in Article 6, Section 15 of Public Act
21 92-538, is reappropriated from the Capital Development Fund

1 to Eastern Illinois University for digitalization
2 infrastructure for WEIU-TV.
3 Section 15. The sum of $175,250, or so much thereof as
4 may be necessary and remains unexpended at the close of
5 business on June 30, 2003, from a reappropriation heretofore
6 made for such purpose in Article 6, Section 20 of Public Act
7 92-538, is reappropriated from the Capital Development Fund
8 to the Board of Trustees of Eastern Illinois University for
9 digitalization infrastructure for WEIU-TV, in addition to
10 amounts previously appropriated for such purpose for this
11 fiscal year. No contract shall be entered into or obligation
12 incurred for any expenditure from the appropriation made in
13 this Section until after the purposes and amounts have been
14 approved in writing by the Governor.
15 Section 20. The sum of $632,900, or so much thereof as
16 may be necessary and remains unexpended at the close of
17 business on June 30, 2003, from a reappropriation heretofore
18 made for such purpose in Article 6, Section 30 of Public Act
19 92-538, is reappropriated from the Capital Development Fund
20 to the Board of Trustees of Eastern Illinois University to
21 purchase equipment for the renovation and expansion of Booth
22 Library. No contract shall be entered into or obligation
23 incurred for any expenditure from the appropriation made in
24 this Section until after the purposes and amounts have been
25 approved in writing by the Governor.
26 Section 25. The sum of $5,430,400, or so much thereof as
27 may be necessary and remains unexpended at the close of
28 business on June 30, 2003, from an appropriation heretofore
29 made for such purpose in Article 1, Section 19 of Public Act
30 92-717, is reappropriated from the Capital Development Fund
31 to the Board of Trustees of Eastern Illinois University to

1 purchase equipment for the renovation and expansion of the
2 Fine Arts Center. No contract shall be entered into or
3 obligation incurred for any expenditure from the
4 appropriation made in this Section until after the purpose
5 and amounts have been approved in writing by the Governor.
6 Section 30. The sum of $2,000, or so much thereof as may
7 be necessary, is appropriated from the State College and
8 University Trust Fund to the Board of Trustees of Eastern
9 Illinois University for scholarship grant awards, in
10 accordance with Public Act 91-0083.
11 Section 99. Effective date. This Act takes effect on
12 July 1, 2003."
