1 Fund for the purpose of funding the planning, administration,
2 and operation of environmental intern programs to be funded
3 by advance contributions.
4 Section 5. The sum of $500,000, or so much thereof as
5 may be necessary, is appropriated from the U.S. Environmental
6 Protection Fund to the Environmental Protection Agency for
7 all costs associated with the development and implementation
8 of Illinois Environmental Facts On-Line.
9 Section 6. The sum of $642,900, or so much thereof as
10 may be necessary, is appropriated from the U.S. Environmental
11 Protection Fund to the Environmental Protection Agency for
12 the purpose of administering the toxic and hazardous
13 materials program and the regulatory innovation program.
14 Section 7. The sum of $20,000, or so much thereof as may
15 be necessary, is appropriated from the Industrial Hygiene
16 Regulatory and Enforcement Fund to the Environmental
17 Protection Agency for the purpose of administering the
18 industrial hygiene licensing program.
19 Section 8. The sum of $230,700, or so much thereof as
20 may be necessary, is appropriated from the Environmental
21 Protection Permit and Inspection Fund to the Environmental
22 Protection Agency for development of environmental planning
23 activities.
24 Section 9. The amount of $2,995,000, or so much thereof
25 as may be necessary, is appropriated from the Environmental
26 Protection Trust Fund to the Environmental Protection Agency
27 for awards and grants as directed by the Environmental
28 Protection Trust Fund Commission.

31 mandated by Public Act 85-1195.

1 Section 33. The sum of $50,000, or so much thereof as
2 may be necessary, is appropriated from the Environmental
3 Protection Trust Fund to the Environmental Protection Agency
4 for oversight of site development at solid waste management
5 facilities in accordance with the purposes specified or
6 contributed funds.
7 Section 34. The named amount, or so much thereof as may
8 be necessary, are appropriated to the Environmental
9 Protection Agency for use in accordance with the Brownfields
10 Redevelopment program:

14 Section 35. The sum of $1,000,000, new appropriation, is
15 appropriated, and the sum of $5,000,000, or so much thereof

17 business on June 30, 2003, from appropriation and
18 reappropriations heretofore made in Article 68, Section 35 of
19 Public Act 92-538, as amended, is reappropriated from the
20 Brownfields Redevelopment Loans for local governments in
21 accordance with Section 58.15(A) of Environmental Protection
22 Act, including costs in prior years.
23 Section 36. The sum of $1,000,000, or so much thereof as
24 may be necessary and as remains unexpended at the close of
25 business on June 30, 2003, from appropriation and
26 reappropriations heretofore made in Article 68, Section 35 of
27 Public Act 92-538, as amended, is reappropriated from the
28 Brownfields Redevelopment Fund to the Environmental
29 Protection Agency for Brownfields Redevelopment Loans for
30 recipients other than local governments in accordance with
31 Section 58.15(A) of the Environmental Protection Act,

2 Section 37. The sum of $3,000,000, or so much thereof as
3 may be necessary and as remains unexpended at the close of
4 business on June 30, 2003, from appropriation and
5 reappropriations heretofore made in Article 68, Section 35 of
6 Public Act 92-538, as amended, is reappropriated from the
7 Brownfields Redevelopment Fund to the Environmental
8 Protection Agency for financial assistance in accordance with
9 Section 58.3(5) of the Environmental Protection Act,
10 including costs in prior years.
11 Section 38. The sum of $1,000,000, new appropriation, is
12 appropriated, and the sum of $2,000,000, or so much thereof
13 as may be necessary and as remains unexpended at the close of
14 business on June 30, 2003, from appropriation and
15 reappropriations heretofore made in Article 68, Section 35 of
16 Public Act 92-538, as amended, is reappropriated from the
17 Brownfields Redevelopment Fund to the Environmental
18 Protection Agency for reimbursement of site restoration costs
19 in accordance with Section 58.15(B) of the Environmental
20 Protection Act, including costs in prior years.
21 Section 39. The sum of $3,000,000, new appropriation, is
22 appropriated, and the sum of $7,238,500, or so much thereof
23 as may be necessary and as remains unexpended at the close of
24 business on June 30, 2003, from appropriations and
25 reappropriations heretofore made in Article 68, Section 36 of
26 Public Act 92-538, as amended, is reappropriated from the
27 Brownfields Redevelopment Fund to the Environmental
28 Protection Agency for grants to local governments in
29 accordance with Section 58.13 of the Environmental Protection
30 Act.

6 Public Act 92-538, as amended, is reappropriated from the
7 Water Revolving Fund to the Environmental Protection Agency
8 for financial assistance to units of local government and
9 privately owned community water supplies for drinking water
10 infrastructure projects pursuant to the Safe Drinking Water
11 Act, as amended, and for transfer of funds to establish
12 reserve accounts, construction accounts or any other
13 necessary funds or accounts in order to implement a leveraged
14 program.
15 Section 49. The sum of $19,000,000, new appropriation,
16 is appropriated, and the sum of $34,600,000, or so much
17 thereof as may be necessary and as remains unexpended at the
18 close of business on June 30, 2003, from appropriations and
19 reappropriations heretofore made for such purpose in Article
20 68, Section 45 of Public Act 92-538, as amended, is
21 reappropriated from the Anti-Pollution Fund to the
22 Environmental Protection Agency for deposit into the Water
23 Revolving Fund.
24 Section 50. The sum of $5,848,400, or so much thereof as
25 may be necessary and as remains unexpended at the close of
26 business on June 30, 2003, from a reappropriation heretofore
27 made in Article 68, Section 46 of Public Act 92-538, as
28 amended, is reappropriated from the Anti-Pollution Fund to
29 the Environmental Protection Agency for grants to units of
30 local government for wastewater facilities, pursuant to
31 provisions of the "Anti-Pollution Bond Act."

1 Section 51. The sum of $200,000, or so much thereof as
2 may be necessary and as remains unexpended at the close of
3 business on June 30, 2003, from a reappropriation heretofore
4 made in Article 68, Section 47 of Public Act 92-538, as
5 amended, is reappropriated from the Capital Development Fund
6 to the Environmental Protection Agency for a grant to the
7 Village of Green Oaks to rehabilitate and upgrade the sewer
8 system.
9 Section 52. The sum of $70,000, or so much thereof as
10 may be necessary and as remains unexpended at the close of
11 business on June 30, 2003, from a reappropriation heretofore
12 made in Article 68, Section 48 of Public Act 92-538, as
13 amended, is reappropriated from the Capital Development Fund
14 to the Environmental Protection Agency for a grant to Crete
15 Township for construction of a new sewer system.
16 Section 53. The amount of $600,000, or so much thereof
17 as may be necessary, and remains unexpended at the close of
18 business on June 30, 2003, from reappropriations heretofore
19 made in Article 68, Section 50 of Public Act 92-538, as
20 amended, is reappropriated from the Fund for Illinois'
21 Future to the Environmental Protection Agency for a grant to
22 the City of Centralia for the purpose of all costs associated
23 with Texaco water pipeline improvements and/or additions.
24 Section 54. The sum of $475,000, or so much thereof as
25 may be necessary, and as remains unexpended at the close of
26 business on June 30, 2003 from reappropriations heretofore
27 made in Article 68, Section 51 of Public Act 92-538, as
28 amended, is reappropriated from the Fund for Illinois' Future
29 to the Environmental Protection Agency for grants to units of
30 local government, educational facilities, and not-for-profit
31 organizations for infrastructure improvements including, but

1 not limited to, planning, construction, reconstruction,
2 renovation, equipment, utilities and vehicles.
3 Section 55. The sum of $1,000,000, or so much thereof as
4 may be necessary, and as remains unexpended at the close of
5 business on June 30, 2003 from appropriations heretofore made
6 in Article 68, Section 52 of Public Act 92-538, as amended,
7 is reappropriated from the Water Revolving Fund to the
8 Environmental Protection Agency for all costs associated with
9 providing assistance to public water supplies for wellhead
10 protection, capacity development and technical assistance.
11 Section 56. The sum of $750,000, or so much thereof as
12 may be necessary, is appropriated from the Special State
13 Projects Trust Fund to the Environmental Protection Agency
14 for all costs associated with environmental studies and
15 activities.
