| AN ACT concerning disaster service volunteers.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Disaster Service Volunteer Leave Act is |
5 |
| amended by changing
Section 3 as follows:
|

| (5 ILCS 335/3) (from Ch. 127, par. 4053)
|

| Sec. 3. Disaster Service Volunteer Leave. An employee of a |
8 |
| State
agency who is a certified disaster service volunteer of |
9 |
| the American Red
Cross or assigned to the Illinois Emergency |
10 |
| Management Agency in accordance
with the Illinois Emergency |
11 |
| Management Act, the Emergency Management Assistance
Compact |
12 |
| Act, or other applicable administrative rules may be granted
|
13 |
| leave from his work with pay for not more than 20 working
days |
14 |
| in any 12-month period to participate in specialized disaster |
15 |
| relief
services for the American Red Cross or for the Illinois |
16 |
| Emergency Management
Agency, as the case may
be , upon the |
17 |
| request of the American Red
Cross or the Illinois Emergency |
18 |
| Management Agency for the services of that
employee and upon
|
19 |
| the approval of that
employee's agency, without loss of |
20 |
| seniority, pay, vacation time,
compensatory time, personal |
21 |
| days, sick time or earned overtime
accumulation. The agency |
22 |
| shall compensate an employee granted leave under
this Section |
23 |
| at his regular rate of pay for those regular work hours during
|
24 |
| which the employee is absent from his work.
For purposes of |
25 |
| assessing State disaster response needs, requests made
|
26 |
| pursuant to this Act for services out-of-state shall be |
27 |
| coordinated by the
American Red Cross and the Illinois |
28 |
| Emergency Management Agency through the
Illinois State |
29 |
| Emergency Operations Center. The Illinois Emergency Management
|
30 |
| Agency may consult with the Department of Central Management |
31 |
| Services on leave
issues that could impact the operations of |
32 |
| State agencies under the Governor's
jurisdiction. Leave under |
