Amends the Illinois Procurement Code. Requires that each State contract include the contractor's certification that services performed under the contract or a subcontract shall be performed within the United States by U.S. citizens, holders of valid U.S. immigrant visas, or both. Effective immediately.

| AN ACT concerning State contracts.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Illinois Procurement Code is amended by |
| 5 |
| adding Section 25-65 as follows:
|
| 6 |
| (30 ILCS 500/25-65 new) |
| 7 |
| Sec. 25-65. Services performed within the United States. |
| 8 |
| Each State contract awarded on or after the effective date of |
| 9 |
| this amendatory Act of the 93rd General Assembly shall include |
| 10 |
| a certification by the contractor that all services performed |
| 11 |
| pursuant to the contract, including those performed pursuant to |
| 12 |
| a subcontract, shall be performed within the United States by |
| 13 |
| United States citizens, persons holding valid United States |
| 14 |
| immigrant visas, or a combination of those persons.

| Section 99. Effective date. This Act takes effect upon |
| 16 |
| becoming law.
