    AN ACT concerning the Department of Public Health.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Department of Public Health Act is amended 
5
by changing
Section 4 as follows:

    (20 ILCS 2305/4)  (from Ch. 111 1/2, par. 22.02)

    Sec. 4. Inclusion. No otherwise qualified handicapped 
8
child receiving
special education
and related services under 
9
Article 14 of The School Code shall solely by
reason of his or 
10
her handicap be excluded from the participation in or be
denied 
11
the benefits of or be subjected to discrimination under any 
12
program
or activity provided by the Department.
