1 HOUSE JOINT RESOLUTION
2 CONSTITUTIONAL AMENDMENT
3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5 SENATE CONCURRING HEREIN, that there shall be submitted to
6 the electors of the State for adoption or rejection at the
7 general election next occurring at least 6 months after the
8 adoption of this resolution a proposition to amend Section 3
9 of Article VII of the Illinois Constitution as follows:
10 ARTICLE VII
11 LOCAL GOVERNMENT
12 (ILCON Art. VII, Sec. 3)
13 SECTION 3. COUNTY BOARDS
14 (a) A county board shall be elected in each county. The
15 number of members of the county board shall be fixed by
16 county-wide referendum or ordinance in each county within
17 limitations provided by law.
18 (b) The General Assembly by law shall provide methods
19 available to all counties for the election of county board
20 members. No county, other than Cook County, may change its
21 method of electing board members except as approved by
22 county-wide referendum.
23 (c) Members of the Cook County Board shall be elected
24 from two districts, Chicago and that part of Cook County
25 outside Chicago, unless (1) a different method of election is
26 approved by a majority of votes cast in each of the two
27 districts in a county-wide referendum or (2) the Cook County
28 Board by ordinance divides the county into single member
29 districts from which members of the County Board resident in
30 each district are elected. If a different method of election
31 is adopted pursuant to option (1) the method of election may
32 thereafter be altered only pursuant to option (2) or by

1 county-wide referendum. A different method of election may be
2 adopted pursuant to option (2) only once and the method of
3 election may thereafter be altered only by county-wide
4 referendum.

6 SCHEDULE
7 This Constitutional Amendment takes effect upon being
8 declared adopted in accordance with Section 7 of the Illinois
9 Constitutional Amendment Act.
