| AMENDMENT TO HOUSE JOINT RESOLUTION 39

| AMENDMENT NO. ___. Amend House Joint Resolution 39 by | 3 |
| replacing everything after the title with the following:

| "WHEREAS, The status of fragmented building requirements | 5 |
| in Illinois is of serious concern to those involved in | 6 |
| building, design, and construction; and
| 7 |
| WHEREAS, Of the 102 counties in this State, less than half | 8 |
| have adopted a building code; and | 9 |
| WHEREAS, Over 40 states have adopted some portion of a | 10 |
| model building code; and | 11 |
| WHEREAS, Illinois already has adopted a statewide plumbing | 12 |
| code and a statewide accessibility code; and | 13 |
| WHEREAS, Building codes promote public safety; and | 14 |
| WHEREAS, Illinois does not have a statewide building code, | 15 |
| but does have a collection of building requirements not | 16 |
| equitably administered and enforced within the construction | 17 |
| industry; and | 18 |
| WHEREAS, Illinois citizens are entitled to safe, | 19 |
| affordable, and responsible accommodations; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 2 |
| NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 3 |
| SENATE CONCURRING HEREIN, that there is created a Task Force on | 4 |
| a Uniform Building Code for the purpose of examining and making | 5 |
| recommendations pertaining to the adoption of a uniform | 6 |
| building code for the State of Illinois; and be it further
| 7 |
| RESOLVED, That the Task Force shall be comprised of 2 House | 8 |
| members, one appointed by the Speaker of the House and one | 9 |
| appointed by the House Minority Leader; 2 Senate members, one | 10 |
| appointed by the Senate President and one appointed by the | 11 |
| Senate Minority Leader; one person appointed by the Governor; | 12 |
| one person appointed by an organization representing home | 13 |
| builders; one person appointed by an organization representing | 14 |
| roofing contractors; one person appointed by an organization | 15 |
| representing architects; one person appointed by an | 16 |
| organization representing structural engineers; one person | 17 |
| appointed by an organization representing building trades; one | 18 |
| person appointed by an organization representing realtors; one | 19 |
| person appointed by an organization representing code | 20 |
| administrators; one person appointed by an organization | 21 |
| representing municipal governments in the State; one person | 22 |
| appointed by the Office of the State Fire Marshal; and | 23 |
| representatives of any other organizations who express | 24 |
| interest in writing of their participation to the Illinois | 25 |
| Building Commission or its successor agency; and be it further
| 26 |
| RESOLVED, That the Task Force members shall serve on a | 27 |
| voluntary basis and shall be responsible for any costs | 28 |
| associated with their participation in the Task Force; and be | 29 |
| it further | 30 |
| RESOLVED, That the Task Force shall meet a minimum of 4 |

| times; and be it further | 2 |
| RESOLVED, That the Illinois Building Commission or its | 3 |
| successor agency shall facilitate the Task Force and shall | 4 |
| summarize its findings and recommendations in a written report | 5 |
| to the Governor and the General Assembly no later than January | 6 |
| 31, 2005.". |
