1 HOUSE RESOLUTION
2 WHEREAS, The highest award the National Council of the
3 Boy Scouts of America can bestow upon a Scout is that of
4 Eagle Scout; and
5 WHEREAS, Andrew S. Gounardes of Boy Scout Troop 715, in
6 Bay Ridge Brooklyn, New York, received the Eagle Scout Award
7 on June 6, 2002; and
8 WHEREAS, In order to qualify as an Eagle Scout, a young
9 man must demonstrate outstanding qualities of leadership, a
10 willingness to be of help to others, and superior skills in
11 camping, lifesaving, and first aid; and
12 WHEREAS, Andrew has been in scouting for 10 years; he
13 started in 1993 as a Cub Scout in Pack 715, and after 3
14 years, he earned the Arrow of Light award as a Webelos Scout;
15 as a member of Troop 715, he joined the Wolf Patrol and began
16 to work his way through the ranks; he served the troop and
17 the patrol as the Scribe, the Quartermaster, the Patrol
18 Leader, the Assistant Senior Patrol Leader, the Senior Patrol
19 Leader, the Chaplain Aide, and the Junior Assistant
20 Scoutmaster; he earned 21 merit badges on his trail to Eagle
21 Scout; and
22 WHEREAS, To attain the rank of Eagle Scout, each young
23 man must complete an Eagle Scout project; Andrew helped to
24 reorganize the Sumas Library for Children located at Saint
25 Basil Academy, a home for children of dysfunctional families
26 from primarily the Orthodox faith; the library houses over
27 20,000 volumes, which were in no particular order whatsoever;
28 over an 8-month period, Andrew and other volunteers organized
29 all the volumes according to contemporary library standards
30 and removed outdated volumes; through donations, the library
31 was able to purchase new furniture and order 3-year
32 subscriptions to over 11 different magazines; today, over 60

1 children served by Saint Basil Academy have a fully
2 functional and up-to-date library to assist them with their
3 studies; and
4 WHEREAS, In earning this high rank, Andrew joined an
5 elite and honorable fraternity of achievers that counts among
6 its members an extraordinary number of this nation's great
7 leaders in business, government, education, and other sectors
8 of society; and
9 WHEREAS, The achievement of the rank of Eagle Scout
10 reflects favorably upon the recipient, his justly proud
11 family, his Scoutmaster, and his fellow scouts; therefore, be
12 it
13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15 we congratulate Andrew S. Gounardes on the many honors he has
16 earned as an Eagle Scout and commend him upon the unswerving
17 dedication to excellence that is the hallmark of the Eagle
18 Scout; and be it further
19 RESOLVED, That a suitable copy of this resolution be
20 presented to Eagle Scout Andrew S. Gounardes as an expression
21 of our respect and esteem.
