1 AN ACT concerning higher education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Board of Higher Education Act is amended
5 by changing Section 8 as follows:
6 (110 ILCS 205/8) (from Ch. 144, par. 188)
7 Sec. 8. The Board of Trustees of the University of
8 Illinois, the Board of Trustees of Southern Illinois
9 University, the Board of Trustees of Chicago State
10 University, the Board of Trustees of Eastern Illinois
11 University, the Board of Trustees of Governors State
12 University, the Board of Trustees of Illinois State
13 University, the Board of Trustees of Northeastern Illinois
14 University, the Board of Trustees of Northern Illinois
15 University, the Board of Trustees of Western Illinois
16 University, and the Illinois Community College Board shall
17 submit to the Board not later than the 15th day of November
18 of each year its budget proposals for the operation and
19 capital needs of the institutions under its governance or
20 supervision for the ensuing fiscal year. Each budget proposal
21 shall conform to the procedures developed by the Board in the
22 design of an information system for State universities and
23 colleges.
24 In order to maintain a cohesive system of higher
25 education, the Board and its staff shall communicate on a
26 regular basis with all public university presidents. They
27 shall meet at least semiannually to achieve economies of
28 scale where possible and provide the most innovative and
29 efficient programs and services.
30 The Board, in the analysis of formulating the annual
31 budget request, shall consider rates of tuition and fees at

1 the state universities and colleges. The Board shall also
2 consider the current and projected utilization of the total
3 physical plant of each campus of a university or college in
4 approving the capital budget for any new building or
5 facility.
6 The Board of Higher Education shall submit to the
7 Governor, to the General Assembly, and to the appropriate
8 budget agencies of the Governor and General Assembly its
9 analysis and recommendations on such budget proposals.
10 All bills for appropriations to be made by the General
11 Assembly to the Board of Higher Education, the Board of
12 Trustees of Southern Illinois University, the Board of
13 Trustees of the University of Illinois, the Board of Trustees
14 of Chicago State University, the Board of Trustees of Eastern
15 Illinois University, the Board of Trustees of Governors State
16 University, the Board of Trustees of Illinois State
17 University, the Board of Trustees of Northeastern Illinois
18 University, the Board of Trustees of Northern Illinois
19 University, and the Board of Trustees of Western Illinois
20 University shall identify the public institution of higher
21 education, the specific campus thereof, and the office of the
22 affected Chancellor or President of the institution and
23 campus for which each item of appropriation is to be made,
24 and in addition: (i) shall by separate line item set forth
25 program data for each item of appropriation within the bill;
26 and (ii) shall, for each campus of each such public
27 institution of higher education, set forth the amounts
28 appropriated for the objects and purposes of each campus
29 under the 4 separate categories of Administration,
30 Instruction, Civil Service, and Research, and under each
31 category by separate line item set forth the amount
32 appropriated for personal services, State contributions to
33 social security for Medicare, retirement contributions,
34 contractual services, travel, commodities, printing,

1 equipment, operation of automotive equipment,
2 telecommunications, electronic data processing, awards and
3 grants, and permanent improvements.
4 Each state supported institution within the application
5 of this Act must submit its plan for capital improvements of
6 non-instructional facilities to the Board for approval before
7 final commitments are made. Non-instructional uses shall
8 include but not be limited to dormitories, union buildings,
9 field houses, stadium, other recreational facilities and
10 parking lots. The Board shall determine whether or not any
11 project submitted for approval is consistent with the master
12 plan for higher education and with instructional buildings
13 that are provided for therein. If the project is found by a
14 majority of the Board not to be consistent, such capital
15 improvement shall not be constructed.
