 1        AN ACT in relation to public aid.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Illinois Public Aid Code  is  amended  by
 5    adding Section 5-5.23 as follows:

 6        (305 ILCS 5/5-5.23 new)
 7        Sec. 5-5.23.  Prenatal and perinatal care. The Department
 8    of  Public Aid shall provide reimbursement under this Article
 9    for all prenatal and perinatal health care services that  are
10    provided   for  the  purpose  of  preventing  low-birthweight
11    infants and reducing the need  for  neonatal  intensive  care
12    hospital  services.  The Department shall maximize the use of
13    preventive  prenatal  and  perinatal  health  care   services
14    consistent  with federal statutes, rules, and regulations. On
15    or before January 1, 2006 and every 2 years  thereafter,  the
16    Department  shall  report  to the General Assembly concerning
17    the effectiveness  of  prenatal  and  perinatal  health  care
18    services   reimbursed   under   this  Section  in  preventing
19    low-birthweight infants and reducing the  need  for  neonatal
20    intensive care hospital services.
