1 AN ACT concerning license plates.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.595 as follows:
6 (30 ILCS 105/5.595 new)
7 Sec. 5.595. The Boy Scout Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-670 as follows:

11 Sec. 3-670. Boy Scout license plates.
12 (a) The Secretary, upon receipt of an application made
13 in the form prescribed by the Secretary, may issue special
14 registration plates designated to be Boy Scout plates. The
15 special plates issued under this Section shall be affixed
16 only to passenger vehicles of the first division or motor
17 vehicles of the second division weighing not more than 8,000
18 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21 (b) The design and color of the plates shall be wholly
22 within the discretion of the Secretary. Appropriate
23 documentation, as determined by the Secretary, shall
24 accompany the application.
25 (c) An applicant shall be charged a $40 fee for original
26 issuance in addition to the appropriate registration fee, if
27 applicable. Of this fee, $25 shall be deposited into the Boy
28 Scout Fund created by this Section and $15 shall be deposited
29 into the Secretary of State Special License Plate Fund to be

1 used by the Secretary to help defray the administrative
2 processing costs. For each registration renewal period a $27
3 fee, in addition to the appropriate registration fee, shall
4 be charged. Of this fee, $25 shall be deposited into the Boy
5 Scout Fund and $2 shall be deposited into the Secretary of
6 State Special License Plate Fund.
7 (d) The Boy Scout Fund is created as a special fund in
8 the State treasury. All money in the Boy Scout Fund shall be
9 paid, subject to appropriation by the General Assembly and
10 approval by the Secretary, as grants to the Boys Scouts of
11 America.
