 2        AMENDMENT NO.     .  Amend Senate Bill 1441 as follows:
 3    by replacing lines 28 through 31 on page 1 and lines 1 and  2
 4    on page 2 with the following:
 5    "the  petitioner's failure to timely file his or her petition
 6    was  due  to  the  petitioner's  culpable   negligence,   the
 7    petitioner  may  seek reconsideration within 30 days in order
 8    to present facts showing why the late filing was not  due  to
 9    his or her culpable negligence.".
