1 AMENDMENT TO SENATE BILL 1743
2 AMENDMENT NO. . Amend Senate Bill 1743 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The Department of Commerce and Community
5 Affairs Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 605-970 as follows:
7 (20 ILCS 605/605-970 new)
8 Sec. 605-970. Motor Sports Promotion Council Task Force.
9 The Motor Sports Promotion Council Task Force is created
10 within the Department to gather information and make
11 recommendations to the Governor and the General Assembly
12 regarding the creation of a Motor Sports Promotion Council.
13 The mission of the Motor Sports Promotion Council shall be to
14 conduct a study and make recommendations regarding the
15 effects that the motor sports racing industry would have on
16 the State of Illinois. The Motor Sports Promotion Council
17 would aim to enhance Illinois' economy, image, and quality of
18 life through the recruitment, development, and promotion of
19 regional, national, and international motor racing industry
20 events. The Council would be responsible for enhancing the
21 sports tourism industry throughout the State by the process
22 of attracting, hosting, and supporting regional, national,

1 and international motor sports racing events and
2 organizations throughout the State.
3 The Motor Sports Promotion Council Task Force shall
4 consist of 7 voting members as follows: 3 members appointed
5 by the Governor, one of whom shall be designated as Chair of
6 the Task Force at the time of appointment; one member
7 appointed by the President of the Senate; one member
8 appointed by the Senate Minority Leader; one member appointed
9 by the Speaker of the House; and one member appointed by the
10 House Minority Leader. If a vacancy occurs in the Motor
11 Sports Promotion Council Task Force membership, the vacancy
12 shall be filled in the same manner as the initial
13 appointment.
14 Task Force members shall serve without compensation, but
15 may be reimbursed for their personal travel expense from
16 funds available for that purpose. The Department shall
17 provide staff and administrative support services to the Task
18 Force. The Department and the Task Force may accept donated
19 services and other resources from registered not-for-profit
20 organizations that may be necessary to complete the work of
21 the Task Force with minimal expense to the State of Illinois.
22 The Motor Sports Promotion Council Task Force may begin
23 to conduct business upon appointment of a majority of the
24 voting members, including the Chair of the Task Force. The
25 Task Force may adopt by-laws and shall meet at least once
26 each calendar quarter. The Task Force may establish any
27 committees and offices it deems necessary. For purposes of
28 Task Force meetings, a quorum is 4 voting members. Meetings
29 of the Task Force are subject to the Open Meetings Act. The
30 Task Force must afford an opportunity for public comment at
31 each of its meetings. The Task Force shall submit a report
32 to the Governor and General Assembly no later than February
33 1, 2004 concerning its finding and recommendations.".
