AMENDMENT TO SENATE BILL 2140

2     AMENDMENT NO. ______. Amend Senate Bill 2140 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Property Tax Code is amended by changing
5 Section 9-230 as follows:
 
6     (35 ILCS 200/9-230)
7     Sec. 9-230. Return of township or multi-township
8 assessment books. The township or multi-township assessors in
9 counties with less than 600,000 inhabitants, based on the 2000
10 federal decennial census, shall, on or before April 15 of the
11 assessment year, return the assessment books or workbooks to
12 the supervisor of assessments. The township or multi-township
13 assessors in counties with 600,000 or more but no more than
14 700,000 inhabitants, based on the 2000 federal decennial
15 census, shall, on or before before October 15 of the assessment
16 year, return the assessment books or workbooks to the
17 supervisor of assessments. The township or multi-township
18 assessors in counties with less than 3,000,000 inhabitants, but
19 more than 700,000 600,000 inhabitants, based on the 2000
20 federal decennial census, shall, on or before November 15 of
21 the assessment year, return the assessment books or workbooks
22 to the supervisor of assessments. If a township or
23 multi-township assessor in a county with less than 3,000,000
24 inhabitants, but more than 600,000 inhabitants, based on the

1 2000 federal decennial census, does not return the assessment
2 books or work books within the required time, the supervisor of
3 assessments may take possession of the books and complete the
4 assessments pursuant to law. Each of the books shall be
5 verified by affidavit by the assessor substantially as follows:

10     I do solemnly swear that the book or books .... in number,
11 to which this affidavit is attached, contains a complete list
12 of all of the property in the township or multi-township or
13 assessment district herein described subject to taxation for
14 the year .... so far as I have been able to ascertain, and that
15 the assessed value set down in the proper column opposite the
16 descriptions of property is a just and equal assessment of the
17 property according to law.

19     If the supervisor of assessments determines that the
20 township or multi-township assessor has not completed the
21 assessments as required by law before returning the assessment
22 books under this Section, the county board may submit a bill to
23 the township board of trustees for the reasonable costs
24 incurred by the supervisor of assessments in completing the
25 assessments.

27     Section 99. Effective date. This Act takes effect January
28 1, 2005.".
