Creates the African-American Family Commission Act. Establishes a 15-member African-American Family Commission to serve as a coordinating and advocating body that acts on behalf of the interests of African-Americans in the State. Provides that members of the Commission shall be appointed by the Governor and serve 2-year terms. Provides that the Commission shall submit an annual report of its activities to the Governor and the General Assembly by December 31 each year. Sets forth the responsibilities of the Commission and its Director. Provides that the Commission may accept offers, gifts, or grants from federal, State, local, or private sources and may expend these receipts on projects that it deems suitably related to performance of Commission duties. Provides that the Department of Central Management Services shall provide the Commission the same type and level of services it provides to other State agencies.

| AN ACT concerning commissions.

| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 1. Short title. This Act may be cited as the | 5 |
| African-American Family Commission Act. | 6 |
| Section 5. Definitions. | 7 |
| "Commission" means the African-American Family Commission. | 8 |
| "Chairperson" means the Chairperson of the | 9 |
| African-American Family Commission. | 10 |
| "Director" means the Director of the African-American | 11 |
| Family Commission. | 12 |
| Section 10. African-American Family Commission. The | 13 |
| Commission shall be a coordinating and advocating body that | 14 |
| acts on behalf of the interests of African-Americans in | 15 |
| Illinois. The Commission shall submit an annual report of its | 16 |
| activities to the Governor and the General Assembly by December | 17 |
| 31 each year. The Commission shall: | 18 |
| (a) Monitor existing legislation and programs designed to | 19 |
| address the needs of African-Americans in Illinois; | 20 |
| (b) Identify and research problem areas and issues | 21 |
| affecting African-Americans and make recommendations to the | 22 |
| Governor, General Assembly, and appropriate State agencies;
| 23 |
| (c) Serve as a resource for community groups on | 24 |
| African-American issues, procure sources of funding, and | 25 |
| monitor compliance requirements within State government for | 26 |
| the beneficial advancement of African-Americans;
and | 27 |
| (d) Assist local African-American community groups in | 28 |
| developing strategies that will expand and enhance the social, | 29 |
| cultural, and economic status of the African-American | 30 |
| community.

| Section 15. Appointment; terms. The Commission shall be | 2 |
| composed of 15 members who shall be appointed by the
Governor | 3 |
| and each of whom shall have a working knowledge of issues | 4 |
| relevant to
African-Americans in Illinois. Members shall serve | 5 |
| 2-year terms. The chairperson
shall be selected by the | 6 |
| Governor. Members shall be selected on a statewide basis. They
| 7 |
| shall be representative of a broad segment of communities and | 8 |
| neighborhoods, and shall
be selected from a variety of | 9 |
| disciplines that serve African-American families. They
shall | 10 |
| be representative of a partnership and collaborative effort | 11 |
| between State agencies,
community-based agencies and | 12 |
| organizations, and leadership from the public/private
sector | 13 |
| and the community. Members shall serve without compensation but | 14 |
| may be
reimbursed for expenses.

| Section 20. Receipt and use of funds. The Commission may | 16 |
| accept offers, gifts, or grants from federal, state, and local
| 17 |
| governments, its agencies or officers, or from any person, | 18 |
| firm, or corporation of
services, equipment, supplies, | 19 |
| materials, or funds and may expend these receipts on
projects | 20 |
| that it considers suitable to performance of duties under this | 21 |
| Act.

| Section 25. Director. The Director of the Commission shall | 23 |
| carry out the policies and programs of the
Commission. The | 24 |
| Director shall organize and administer the staff of the | 25 |
| Commission
to meet the requirements of this Act.

| Section 30. Services provided to Commission. The | 27 |
| Department of Central Management Services shall provide to the | 28 |
| African-American Family Commission the same type and level of | 29 |
| services as it provides to other State agencies, including but | 30 |
| not limited to office space, communications, and any other | 31 |
| operational services that the Department provides to other | 32 |
| State offices and agencies, as necessary to fulfill the | 33 |
| Commission's statutory mandate.
