            To the Honorable Members of the

            Illinois House of Representatives

            94th General Assembly

            Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return House Bill 29 entitled “AN ACT in relation to criminal law,” with the following specific recommendations for change:

            on page 1, by replacing line 10 with the following:

            "person under the age of 21 is guilty of a Class A C”; and

            on page 1, line 24, by replacing “18” with “21”; and

            on page 1, line 25, by replacing “18” with “21”.

            With these changes, House Bill 29 will have my approval.  I respectfully request your concurrence.
