Amends the Mental Health and Developmental Disabilities Administration Act. Creates the Consumer Advance and Expense Reimbursement Fund. Provides that the Fund shall be used for advancing money for and reimbursing travel expenses in connection with consumers designated by legislators or the Department to participate in Department or legislative work groups, task forces, panel discussions, workshops, or legislative hearings. Provides that transfers shall be made into the Fund, as necessary, upon order of the Director from any applicable appropriation to the Department for travel expenses. Sets forth other provisions for the operation of the Fund. Amends the State Finance Act to create the Fund. Effective July 1, 2005.

| Be it enacted by the People of the State of Illinois,

| represented in the General Assembly:
|

| Section 5. The Mental Health and Developmental |
| 5 |
| Disabilities Administrative Act is amended by adding Section 72 |
| 6 |
| as follows:
|

| Sec. 72. Consumer Advance and Expense Reimbursement Fund. |
| 9 |
| The Consumer Advance and Expense Reimbursement Fund is created |
| 10 |
| as a special fund within the State treasury. This Fund shall be |
| 11 |
| used, subject to appropriation, for advancing money for, and |
| 12 |
| reimbursing travel expenses in connection with, consumers |
| 13 |
| designated by legislators or the Department to participate in |
| 14 |
| Department or legislative work groups, task forces, panel |
| 15 |
| discussions, workshops, or legislative hearings. Transfers |
| 16 |
| shall be made into the Fund, as necessary, upon order of the |
| 17 |
| Director from any applicable appropriation to the Department |
| 18 |
| for travel expenses. Moneys from gifts, donations, |
| 19 |
| appropriations, and other legal sources shall also be deposited |
| 20 |
| into the Fund. Income earned on moneys in the Fund and |
| 21 |
| repayments of advances shall be deposited into the Fund. The |
| 22 |
| Department shall adopt rules to implement and administer the |
| 23 |
| Fund.

| Section 10. The State Finance Act is amended by adding |

| Section 5.640 as follows:
