SYNOPSIS AS INTRODUCED:
 
20 ILCS 1705/72 new
30 ILCS 105/5.640 new

    Amends the Mental Health and Developmental Disabilities Administration Act. Creates the Consumer Advance and Expense Reimbursement Fund. Provides that the Fund shall be used for advancing money for and reimbursing travel expenses in connection with consumers designated by legislators or the Department to participate in Department or legislative work groups, task forces, panel discussions, workshops, or legislative hearings. Provides that transfers shall be made into the Fund, as necessary, upon order of the Director from any applicable appropriation to the Department for travel expenses. Sets forth other provisions for the operation of the Fund. Amends the State Finance Act to create the Fund. Effective July 1, 2005.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Mental Health and Developmental
5 Disabilities Administrative Act is amended by adding Section 72
6 as follows:
 
7     (20 ILCS 1705/72 new)
8     Sec. 72. Consumer Advance and Expense Reimbursement Fund.
9 The Consumer Advance and Expense Reimbursement Fund is created
10 as a special fund within the State treasury. This Fund shall be
11 used, subject to appropriation, for advancing money for, and
12 reimbursing travel expenses in connection with, consumers
13 designated by legislators or the Department to participate in
14 Department or legislative work groups, task forces, panel
15 discussions, workshops, or legislative hearings. Transfers
16 shall be made into the Fund, as necessary, upon order of the
17 Director from any applicable appropriation to the Department
18 for travel expenses. Moneys from gifts, donations,
19 appropriations, and other legal sources shall also be deposited
20 into the Fund. Income earned on moneys in the Fund and
21 repayments of advances shall be deposited into the Fund. The
22 Department shall adopt rules to implement and administer the
23 Fund.
 
24     Section 10. The State Finance Act is amended by adding
25 Section 5.640 as follows:
 
26     (30 ILCS 105/5.640 new)
27     Sec. 5.640. The Consumer Advance and Expense Reimbursement
28 Fund.
 
29     Section 99. Effective date. This Act takes effect July 1,
30 2005.
