Creates the Legislative Technology and Science Commission Act. Provides that the Commission, with respect to technology, science, and economic development, shall: study the impact of legislation; advise the General Assembly and the Governor; research issues; solicit input from other entities; encourage research; assist and coordinate efforts of other agencies and institutions of the State; and accept private and public funds for these purposes. Provides that the Commission has 12 members and that the Speaker of the House of Representatives, the Minority Leader of the House, the President of the Senate, and the Minority Leader of the Senate shall each make 3 appointments, of whom 2 shall be members of the General Assembly and one shall have expertise in science or technology. Provides that members of the Commission shall serve at the discretion of the officer of the General Assembly who appointed that member. Provides that vacancies shall be filled in like manner. Provides that a vacancy occurs when a member of the General Assembly who serves on the Commission no longer holds the elected legislative office held at the time of the appointment, dies, resigns, or has been removed by the appointing officer of the General Assembly. Provides that the chairperson and the secretary of the Commission shall be selected by the Commission. Provides that the Commission may create sub-committees. Contains other provisions. Amends the State Finance Act. Creates the Legislative Technology and Science Commission Fund.

| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 1. Short title. This Act may be cited as the |
5 |
| Legislative Technology and Science Commission Act. |
6 |
| Section 5. Joint Commission on Technology and Science. The |
7 |
| Joint Commission on Technology and Science is established.
The |
8 |
| Commission shall:
|
9 |
| (1) study the impact of existing statutes and proposed |
10 |
| legislation that relate to technology, science, and |
11 |
| economic development in Illinois;
|
12 |
| (2) advise the General Assembly and Governor upon |
13 |
| matters related to technology, science, and economic |
14 |
| development; |
15 |
| (3) investigate, research, and consider the issues |
16 |
| related to technology, science, and economic development |
17 |
| as may be requested by the General Assembly;
|
18 |
| (4) solicit input from appropriate entities, public or |
19 |
| private, on matters before the Commission that are related |
20 |
| to technology, science, and economic development;
|
21 |
| (5) encourage research and development in technology, |
22 |
| science, and economic development;
|
23 |
| (6) coordinate its efforts with and assist the efforts |
24 |
| of other State agencies, authorities, and institutions;
|
25 |
| and |
26 |
| (7) accept private or public funds to carry out its |
27 |
| purposes.

| Section 10. Commission members. The Commission shall |
29 |
| consist of 12 members, of whom 3 shall be appointed by the |
30 |
| Speaker of the House of Representatives, 3 shall be appointed |

| by the Minority Leader of the House of Representatives, 3 shall |
