Amends the Health Services Education Grants Act. Provides that the Board of Higher Education is authorized to distribute funds
to non-profit health service educational institutions in the
State by grants under the Act (now, the Board is authorized to distribute funds equitably to the institutions). Provides that all grants under the Act shall be administered subject to funding availability and that nothing in the Act shall be construed to mandate that grants be given to any one class of institution or to every institution within a class. Provides that in determining grant eligibility and amounts, the Board shall consider public demand for health services, workforce needs and shortages, and programmatic priorities. Effective immediately.

| AN ACT concerning education.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Health Services Education Grants Act is | 5 |
| amended by changing Sections 2 and 4 and by adding Section 5.5 | 6 |
| as follows:
| 7 |

| Sec. 2. The Board of Higher Education is authorized to | 9 |
| distribute funds
equitably to non-profit health service | 10 |
| educational institutions in this
State by grants as set forth | 11 |
| in this Act and to prescribe forms and
procedures for | 12 |
| applications for such grants.
| 13 |
| No grant shall be made to any institution which | 14 |
| discriminates in the
admission of students or the use of its | 15 |
| facilities on the basis of race,
color, creed, sex or national | 16 |
| origin.
| 17 |
| No facilities constructed with the aid of these grants | 18 |
| shall be used for
sectarian instruction or as a place for | 19 |
| religious worship.

| Sec. 4. Grants may be made to the following classes of | 23 |
| institutions that offer health services programs: (i) medical, | 24 |
| dental, pharmacy, optometry, and
nursing schools, (ii)
to
| 25 |
| physician assistant programs, (iii)
to other health-related
| 26 |
| schools and programs, and (iv)
to hospitals and clinical | 27 |
| facilities used in health
service training programs.
| 28 |
| Qualification for grants shall be on the basis of either | 29 |
| the number of
Illinois resident enrollees or the number of | 30 |
| degrees granted to students who
are residents of this State or | 31 |
| both. The grant amount shall be determined by

| Higher Education for each class of institution.
| 2 |
| At the discretion of the Board of Higher Education grants | 3 |
| may be made
for a
each class of institution in any or all of the | 4 |
| following forms:
| 5 |
| (1) Single nonrecurring grants for planning and | 6 |
| capital expense based
on the increase in the number of | 7 |
| Illinois resident enrollees;
| 8 |
| (2) Annual grants based on the number of degrees | 9 |
| granted to (a) Illinois
resident enrollees, or (b) Illinois | 10 |
| resident enrollees from minority racial
and ethnic groups, | 11 |
| or both (a) and (b); and
| 12 |
| (3) Annual stabilization grants based on the number of | 13 |
| (a) Illinois
residents enrolled, or (b) Illinois residents | 14 |
| enrolled from minority racial
and ethnic groups, or both | 15 |
| (a) and (b).
| 16 |
| In awarding grants to nursing schools and to hospital | 17 |
| schools of nursing,
the Board of Higher Education may also | 18 |
| consider whether the nursing program
is located in a certified | 19 |
| nurse shortage area. For purposes of this Section
"certified | 20 |
| nurse shortage area" means an area certified by the Director
of | 21 |
| the Department of Public Health as a nurse shortage area based | 22 |
| on the
most reliable data available to the Director.

| Sec. 5.5. All grants under this Act shall be administered | 26 |
| subject to funding availability. Nothing in this Act shall be | 27 |
| construed to mandate that grants be given to any one class of | 28 |
| institution or to every institution within a class. In | 29 |
| determining grant eligibility and amounts, the Board of Higher | 30 |
| Education shall consider public demand for health services, | 31 |
| workforce needs and shortages, and programmatic priorities.
| 32 |
| Section 99. Effective date. This Act takes effect upon | 33 |
| becoming law.
