AMENDMENT TO HOUSE BILL 4259

2     AMENDMENT NO. ______. Amend House Bill 4259 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Social Security Number Protection Task
5 Force Act is amended by changing Section 10 as follows:
 
6     (20 ILCS 4040/10)
7     Sec. 10. Social Security Number Protection Task Force.
8     (a) The Social Security Number Protection Task Force is
9 created. The Task Force shall consist of the following members:
10         (1) Two members One member representing the House of
11     Representatives, appointed by the Speaker of the House of
12     Representatives;
13         (2) Two members One member representing the House of
14     Representatives, appointed by the Minority Leader of the
15     House of Representatives;
16         (3) Two members One member representing the Senate,
17     appointed by the President of the Senate;
18         (4) Two members One member representing the Senate,
19     appointed by the Minority Leader of the Senate;
20         (5) One member representing the Office of the Attorney
21     General, appointed by the Attorney General, who shall be
22     chairperson of the Task Force;
23         (6) One member representing the Office of the Secretary
24     of State, appointed by the Secretary of State;

1         (7) One member representing the Office of the Governor,
2     appointed by the Governor;
3         (8) One member representing the Department of Natural
4     Resources, appointed by the Director of Natural Resources;
5         (9) One member representing the Department of
6     Healthcare and Family Services Public Aid, appointed by the
7     Director of Healthcare and Family Services Public Aid;
8         (10) One member representing the Department of
9     Revenue, appointed by the Director of Revenue;
10         (11) One member representing the Department of State
11     Police, appointed by the Director of State Police;
12         (12) One member representing the Department of
13     Employment Security, appointed by the Director of
14     Employment Security;
15         (13) One member representing the Illinois Courts,
16     appointed by the Director of the Administrative Office of
17     Illinois Courts; and
18         (14) One member representing the Department on Aging,
19     appointed by the Director of the Department on Aging; .
20         (15) One member appointed by the Director of Central
21     Management Services;
22         (16) One member of the Board of Higher Education,
23     appointed by the Executive Director of the Board of Higher
24     Education; and
25         (17) One member appointed by the Secretary of Human
26     Services.
27     Representatives of local governmental organizations,
28 including representatives of circuit court clerks, recorders
29 of deeds, counties, and the Illinois Municipal League are
30 encouraged to participate as non-members.
31     (b) The Task Force shall examine the procedures used by the
32 State to protect an individual against the unauthorized
33 disclosure of his or her social security number when the State
34 requires the individual to provide his or her social security

1 number to an officer or agency of the State.
2     (c) The Task Force shall report its findings and
3 recommendations to the Governor, the Attorney General, the
4 Secretary of State, and the General Assembly no later than
5 March 1, 2006.
