| HOUSE RESOLUTION

| WHEREAS, The members of the House of Representatives of the | 3 |
| State of Illinois learned with sadness of the death of Irving | 4 |
| Horwitz on Tuesday, November 16, 2004; and
| 5 |
| WHEREAS, Accompanied by his new wife, Reva (Mickey), Mr. | 6 |
| Horwitz moved to Hyde Park seeking his B.A. and M.A. in | 7 |
| political science at the University of Chicago, after serving | 8 |
| his country during World War II; and
| 9 |
| WHEREAS, Mr. Horwitz began his career in the Hyde | 10 |
| Park-Kenwood Community Conference (HPKCC), where he was | 11 |
| appointed block director in 1954 and eventually became the | 12 |
| conference's executive director; and
| 13 |
| WHEREAS, From the HPKCC, Mr. Horwitz made his way to what | 14 |
| is now the U.S. Department of Housing and Urban Development | 15 |
| (HUD), where for 23 years he held positions in Urban Renewal | 16 |
| and Community Relations; he was also administrator of the | 17 |
| Chicago Regional Office for Equal Opportunity and executive | 18 |
| director of the Midwest Federal Regional Council; and
| 19 |
| WHEREAS, During his tenure at HUD, he taught "The Politics | 20 |
| of Bureaucracy", a political science course he created at | 21 |
| DePaul University, Northern Illinois University, Barat | 22 |
| College, and the University of Chicago School of Social Service | 23 |
| Administration; and
| 24 |
| WHEREAS, Following his retirement from HUD, Mr. Horwitz | 25 |
| volunteered for a number of local community organizations, | 26 |
| including the Hyde Park Cooperative Society, the Cornell | 27 |
| Village Tower Board, the Chicagoland Jewish Secular Humanist | 28 |
| Organization, and the Chicago Historical Society; and
| 29 |
| WHEREAS, The passing of Irving Horwitz has been deeply felt |

| by many, especially his wife, Reva; his sons, Robert and | 2 |
| Thomas; his grandchildren, Samantha and Eric; his sister, Helen | 3 |
| Kaplan; and his two nephews; therefore, be it
| 4 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 5 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 6 |
| we mourn the passing of Irving Horwitz, and we extend our | 7 |
| deepest sympathy to his family, friends, and all who knew and | 8 |
| loved him; and be it further
| 9 |
| RESOLVED, That a suitable copy of this resolution be | 10 |
| presented to his family as an expression of our sincere | 11 |
| condolences.
