| HOUSE RESOLUTION

| WHEREAS, Charlotte Newfeld of the Lake View neighborhood in | 3 |
| Chicago has been a community activist for over 30 years; and
| 4 |
| WHEREAS, Although Ms. Newfeld's interests and causes are | 5 |
| diverse, all of her interests placed a value on diversity; her | 6 |
| contributions to Lake View and Chicago include improvements in | 7 |
| education, open spaces, neighborhood protection, and AIDS | 8 |
| awareness; and
| 9 |
| WHEREAS, Charlotte provided leadership to entities as they | 10 |
| organized and began to function; for example she served as: a | 11 |
| founding Director of Friends of the Parks; an original member | 12 |
| of the District 3 School Council; the initial vice-chair of the | 13 |
| Walt Disney Magnet School; and a founding Director of the | 14 |
| Education Resource Center, which later evolved into the | 15 |
| Children's Museum; and

| WHEREAS, As the Legislative Coordinator for State | 17 |
| Representative Arthur Telscer, she pursued her interest in | 18 |
| education; she helped prepare House Bill 1223 and assisted in | 19 |
| moving the bill toward passage; the bill became Public Act | 20 |
| 78-727, which established the Transitional Bilingual Education | 21 |
| program in the Illinois public schools; and
| 22 |
| WHEREAS, Charlotte is an active member of the Lake View | 23 |
| Citizens Council and she served the Council as president; and
| 24 |
| WHEREAS, She helped organize Citizens United for Baseball | 25 |
| in Sunshine (CUBS), which endeavored to retain Wrigley Field as | 26 |
| the only daytime baseball park in the Major Leagues; after | 27 |
| night baseball was introduced at Wrigley Field, she worked with | 28 |
| the community and city officials to provide protections that | 29 |
| were needed in the neighborhood when night baseball games were | 30 |
| played; and

| WHEREAS, Charlotte led the restoration of the Bill Jarvis | 2 |
| Migratory Bird Sanctuary in Lincoln Park by being the steward, | 3 |
| grant manager, and the volunteer supervisor; the Sanctuary is | 4 |
| an internationally recognized shelter and feeding site | 5 |
| utilized by numerous bird species while they migrate along the | 6 |
| shores of Lake Michigan; and
| 7 |
| WHEREAS, She has been a strenuous advocate for gays and | 8 |
| lesbians in Chicago; her active lobbying, along with the | 9 |
| efforts of many others, resulted in the passage of Chicago's | 10 |
| human rights ordinance, which prohibits discrimination because | 11 |
| of sexual orientation; she served as the vice-chair of the | 12 |
| Chicago Commission on Women and urged the Chicago Commission on | 13 |
| Human Relations to create what has become the Advisory Council | 14 |
| on Gay and Lesbian Issues; therefore, be it
| 15 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 16 |
| NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 17 |
| we honor Charlotte Newfeld of Chicago for being a community | 18 |
| activist in the Lake View area and for her leadership on issues | 19 |
| that affected all of Chicago; and be it further
| 20 |
| RESOLVED, That a suitable copy of this resolution be | 21 |
| presented to Charlotte Newfeld as an expression of our esteem.
