SYNOPSIS AS INTRODUCED:

30 ILCS 805/8.29 new

Amends the School Code. Makes changes concerning the course prerequisites to receive a high school diploma. Provides that each pupil entering the 9th grade in 2009-2010 must successfully complete one year of Algebra 1 or geometry and one year of biology, chemistry, or physics. Provides that each pupil entering the 9th grade in the 2010-2011 school year or a subsequent school year must successfully complete (i) 3 (instead of 2) years of mathematics, including one year of Algebra 1 and one year of plane geometry, and (ii) one year of biology and one year of chemistry, one year of biology and one year of physics, or one year of chemistry and one year of physics (instead of one year of science). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

A BILL FOR

AN ACT with regard to education.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The School Code is amended by changing Section 27-22 as follows:

(105 ILCS 5/27-22) (from Ch. 122, par. 27-22)

Sec. 27-22. Required high school courses.

(a) As a prerequisite to receiving a high school diploma, each pupil entering the 9th grade in 1984-1985 and subsequent years must, in addition to other course requirements, successfully complete the following courses:

(1) 1. three years of language arts;

(2) 2. two years of mathematics, one of which may be related to computer technology and, for pupils entering the 9th grade in the 2009-2010 school year, one of which must be Algebra 1 or geometry;

(3) 3. one year of science, which, for pupils entering the 9th grade in the 2009-2010 school year, must be either biology, chemistry, or physics;

(4) 4. two years of social studies, of which at least one year must be history of the United States or a combination of history of the United States and American government; and

(5) 5. One year chosen from (A) music, (B) art, (C) foreign language, which shall be deemed to include American Sign Language or (D) vocational education.

(b) As a prerequisite to receiving a high school diploma, each pupil entering the 9th grade in the 2010-2011 school year or a subsequent school year must, in addition to other course requirements, successfully complete all of the following courses:

(1) Three years of language arts.

(2) Three years of mathematics, one of which may be related to computer technology, one of which must be Algebra 1, and one of which must be plane geometry.

(3) Two years of science, which must be (A) one year of biology and one year of chemistry, (B) one year of biology and one year of physics, or (C) one year of chemistry and one year of physics.

(4) Two years of social studies, of which at least one year must be history of the United States or a combination of history of the United States and American government.

(5) One year chosen from (A) music, (B) art, (C) foreign language, which shall be deemed to include American Sign Language, or (D) vocational education.

(c) This amendatory Act of 1983 does not apply to pupils entering the 9th grade in 1983-1984 school year and prior school years or to students with disabilities whose course of study is determined by an individualized education program.

This amendatory Act of the 94th General Assembly does not apply to pupils entering the 9th grade in the 2008-2009 school year or a prior school year or to students with disabilities whose course of study is determined by an individualized education program.

(d) The provisions of this Section are subject to the provisions of Section 27-22.05.

Section 90. The State Mandates Act is amended by adding Section 8.29 as follows:

(30 ILCS 805/8.29 new)

Sec. 8.29. Exempt mandate. Notwithstanding Sections 6 and 8 of this Act, no reimbursement by the State is required for the implementation of any mandate created by this amendatory Act of the 94th General Assembly.

Section 99. Effective date. This Act takes effect upon becoming law.
