SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Unused Medicine Disposal Act. Creates the Unused Medicine Task Force, composed of the Lieutenant Governor, the Director of the Environmental Protection Agency, the Director of Aging, the Director Public Health, an individual representing pharmacists, and an individual representing a law enforcement agency. Requires the task force to develop a statewide unused medicine pilot plan, to include: (1) an assessment of solutions and programs currently available in private industry; (2) a statewide procedure for unused or expired medicine disposal that may include the use of prepaid mailing envelopes; (3) a method by which units of local government may assist in disposing of unused medicine; (4) a plan for educating residents of Illinois on when and how to dispose of their unused medications; and (5) a budget for implementing the unused medicine pilot plan. Requires the task force to submit the pilot plan to the Governor and the General Assembly by March 31, 2006. Effective immediately.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Unused
5 Medicine Disposal Act.
 
6     Section 5. Legislative findings and purpose. The General
7 Assembly finds that there are insufficient procedures in place
8 in Illinois for the safe disposal of unused or expired
9 medications. Unused or expired medications threaten the health
10 and safety of the people of Illinois through pollution of the
11 waterways and their entrance into illegal drug markets. It is
12 in the best interest of all the people of Illinois that a
13 statewide system be put into place for people to safely dispose
14 of unused or expired medicines.
 
15     Section 10. Unused Medicine Task Force.
16     (a) The Unused Medicine Task Force is created. The task
17 force shall be composed of the following members or their
18 designees: the Lieutenant Governor; the Director of the
19 Environmental Protection Agency; the Director of Aging; the
20 Director Public Health; an individual representing
21 pharmacists, appointed by the Lieutenant Governor; and an
22 individual representing a law enforcement agency, appointed by
23 the Lieutenant Governor. The Lieutenant Governor shall be the
24 chairman of the task force.
25     (b) The task force shall meet for the first time no later
26 than 90 days after the effective date of this Act.
27     (c) Task force members are not entitled to compensation for
28 performing their duties, other than necessary travel expenses.
 
29     Section 15. Statewide unused medicine pilot plan.
30     (a) The task force shall develop a statewide unused

1 medicine pilot plan. At a minimum, the plan shall include the
2 following:
3         (1) An assessment of solutions and programs currently
4     available in private industry.
5         (2) A statewide procedure for unused or expired
6     medicine disposal that may include the use of prepaid
7     mailing envelopes.
8         (3) A method by which units of local government may
9     assist in disposing of unused medicine.
10         (4) A plan for educating residents of Illinois on when
11     and how to dispose of their unused medications.
12         (5) A budget for implementing the unused medicine pilot
13     plan.
14     (b) The task force shall submit the pilot plan to the
15 Governor and the General Assembly by March 31, 2006.
 
16     Section 99. Effective date. This Act takes effect upon
17 becoming law.
