| AMENDMENT NO. ______. Amend Senate Bill 574 by replacing | 3 |
| everything after the enacting clause with the following:

| "Section 1. Short title. This Act may be cited as the | 5 |
| College and Career Success for All Students Act . | 6 |
| Section 5. Purpose. The purpose of this Act is to ensure | 7 |
| that each Illinois student has a sufficient education for | 8 |
| success after high school and that all students have equal | 9 |
| access to a substantive and rigorous curriculum that is | 10 |
| designed to challenge their minds, enhance their knowledge and | 11 |
| skills, and prepare them for success in college and work. | 12 |
| Section 10. Definitions. In this Act: | 13 |
|
"Advanced Placement course" means a course sponsored by | 14 |
| the College Board and offered for college credit at the high | 15 |
| school level. | 16 |
| "Advanced Placement teacher" means a teacher of an | 17 |
| Advanced Placement course. | 18 |
|
"Pre-Advanced Placement" means set professional | 19 |
| development resources and services that equip all middle and | 20 |
| high school teachers with the strategies and tools they need to | 21 |
| engage their students in active, high-level learning, thereby | 22 |
| ensuring that every middle and high school student develops the | 23 |
| skills, habits of mind, and concepts they need to succeed in |

| Advanced Placement courses. | 2 |
|
"Vertical Team" means a group of teachers and educators | 3 |
| from different grade levels in a given discipline who work | 4 |
| cooperatively to develop and implement a vertically aligned | 5 |
| program aimed at helping students from diverse backgrounds | 6 |
| acquire the academic skills necessary for success in Advanced | 7 |
| Placement courses and other challenging courses. | 8 |
| Section 15. Teacher training. | 9 |
| (a) Subject to appropriation, a teacher of an Advanced | 10 |
| Placement course must obtain appropriate training. Subject to | 11 |
| appropriation, the State Board of Education shall establish | 12 |
| clear, specific, and challenging training guidelines that | 13 |
| require teachers of Advanced Placement courses to obtain | 14 |
| recognized Advanced Placement training endorsed by the College | 15 |
| Board. | 16 |
| (b) Advanced Placement and Pre-Advanced Placement training | 17 |
| to teachers in Illinois high schools must do all of the | 18 |
| following: | 19 |
| (1) Provide teachers of Advanced Placement and | 20 |
| teachers in courses that lead to Advanced Placement with | 21 |
| the necessary content knowledge and instructional skills | 22 |
| to prepare students for success in Advanced Placement | 23 |
| courses and examinations and other advanced course | 24 |
| examinations and mastery of postsecondary course content. | 25 |
| (2) Provide administrators, including principals and | 26 |
| counselors, with professional development that will enable | 27 |
| them to create strong and effective Advanced Placement | 28 |
| programs in their schools. | 29 |
| (3) Provide middle grade, junior high, and high school | 30 |
| teachers with Advanced Placement Vertical Team training | 31 |
| and other Pre-Advanced Placement professional development | 32 |
| that prepares students for success in Advanced Placement | 33 |
| courses. |

| (4) Support the implementation of an instructional | 2 |
| program for students in grades 6 through 12 that provides | 3 |
| an integrated set of instructional materials, diagnostic | 4 |
| assessments, and teacher professional development in | 5 |
| reading, writing, and mathematics that prepares all | 6 |
| students for enrollment and success in Advanced Placement | 7 |
| courses and in college. | 8 |
| Section 20. Duties of the State Board. | 9 |
| (a) In order to fulfill the purposes of this Act, the State | 10 |
| Board of Education shall encourage school districts to offer | 11 |
| rigorous courses in grades 6 through 11 that prepare students | 12 |
| for the demands of Advanced Placement course work. The State | 13 |
| Board of Education shall also encourage school districts to | 14 |
| make it a goal that all 10th graders take the Preliminary | 15 |
| SAT/National Merit Scholars Qualifying Test (PSAT/NMSQT) so | 16 |
| that test results will provide each high school with a database | 17 |
| of student assessment data that guidance counselors and | 18 |
| teachers will be able to use to identify students who are | 19 |
| prepared or who need additional work to be prepared to enroll | 20 |
| and be successful in Advanced Placement courses, using a | 21 |
| research-based Advanced Placement identification program | 22 |
| provided by the College Board. | 23 |
| (b) The State Board of Education shall do all of the | 24 |
| following: | 25 |
| (1) Seek federal funding through the Advanced | 26 |
| Placement Incentive Program and the Math-Science | 27 |
| Partnership Program and use it to support Advanced | 28 |
| Placement and Pre-Advanced Placement teacher professional | 29 |
| development and to support the implementation of an | 30 |
| integrated instructional program for students in grades 6 | 31 |
| through 12 in reading, writing, and mathematics that | 32 |
| prepares all students for enrollment and success in | 33 |
| Advanced Placement courses and in college. |

| (2) Focus State and federal funding with the intent to | 2 |
| carry out activities that target school districts serving | 3 |
| high concentrations of low-income students. | 4 |
| (3) Subject to appropriation, provide a plan of | 5 |
| communication that includes without limitation | 6 |
| disseminating to parents materials that emphasize the | 7 |
| importance of Advanced Placement or other advanced courses | 8 |
| to a student's ability to gain access to and to succeed in | 9 |
| postsecondary education and materials that emphasize the | 10 |
| importance of the PSAT/NMSQT, which provides diagnostic | 11 |
| feedback on skills and relates student scores to the | 12 |
| probability of success in Advanced Placement courses and | 13 |
| examinations, and disseminating this information to | 14 |
| students, teachers, counselors, administrators, school | 15 |
| districts, public community colleges, and State | 16 |
| universities. | 17 |
| (4) Subject to appropriation, annually evaluate the | 18 |
| impact of this Act on rates of student enrollment and | 19 |
| success in Advanced Placement courses, on high school | 20 |
| graduation rates, and on college enrollment rates.".
