AMENDMENT TO SENATE BILL 628

2     AMENDMENT NO. ______. Amend Senate Bill 628 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the Cost
5 of Doing Business Adjustment Act.
 
6     Section 5. Definitions. In this Act:
7     "Purchase of care contract" means a contract between a
8 State officer or agency and a private provider under which
9 rates for services are set in accordance with a formula that
10 takes personnel, supplies, and other allowable costs into
11 account.
12     "Grant" has the meaning ascribed to that term in the
13 Illinois Procurement Code.
 
14     Section 10. Adjustments. Notwithstanding any other
15 provision of law, a 2% increase shall be included on January 1,
16 2007 in all purchase of care contracts, grant agreements, and
17 provider agreements paid under the following line items in the
18 fiscal year 2007 State budget for the Department of Human
19 Services and the Department of Healthcare and Family Services:
20     Early intervention therapy services and service
21 coordination;
22     Family case management;
23     Domestic violence;

1     Rape victims/prevention;
2     Intensive Prenatal Performance Project;
3     School-based health centers;
4     Family planning and contraceptive health services;
5     Lekotek;
6     Medicaid therapies for 0-3 year olds; and
7     Centers for Independent Living.
8     For fiscal year 2007 only, the Department of Human Services
9 is authorized to transfer amounts from any General Revenue Fund
10 appropriations to the line items referenced in this Section to
11 fund the 2% cost of doing business adjustment. Approval for
12 such transfers must be made by rule and are subject to approval
13 by the Joint Committee on Administrative Rules. The total
14 transfers authorized by this Section may not exceed the cost of
15 the 2% cost of doing business adjustment.
 
16     Section 15. Adjustments. Notwithstanding any other
17 provision of law, an additional 1% increase shall be included
18 on July 1, 2007 in all purchase of care contracts, grant
19 agreements, and provider agreements paid under the following
20 line items in the fiscal year 2008 State budget for the
21 Department of Human Services and the Department of Healthcare
22 and Family Services:
23     Early intervention therapy services and service
24 coordination;
25     Family case management;
26     Domestic violence;
27     Rape victims/prevention;
28     Intensive Prenatal Performance Project;
29     School-based health centers;
30     Family planning and contraceptive health services;
31     Lekotek;

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.".
