SYNOPSIS AS INTRODUCED:

    Amends the School Code. Provides for a Master Certificate for guidance counselors who have successfully achieved National Board certification through the National Board for Professional Teaching Standards, valid for 10 years. In provisions concerning the Illinois Teaching Excellence Program, provides for an annual payment of $3,000 to be paid to each guidance counselor who receives a Master Certificate and is employed as a guidance counselor by a school district. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Sections
5 21-2 and 21-27 as follows:
 
6     (105 ILCS 5/21-2)  (from Ch. 122, par. 21-2)
7     Sec. 21-2. Grades of certificates.
8     (a) All certificates issued under this Article shall be
9 State certificates valid, except as limited in Section 21-1, in
10 every school district coming under the provisions of this Act
11 and shall be limited in time and designated as follows:
12 Provisional vocational certificate, temporary provisional
13 vocational certificate, early childhood certificate,
14 elementary school certificate, special certificate, secondary
15 certificate, school service personnel certificate,
16 administrative certificate, provisional certificate, and
17 substitute certificate. The requirement of student teaching
18 under close and competent supervision for obtaining a teaching
19 certificate may be waived by the State Teacher Certification
20 Board upon presentation to the Board by the teacher of evidence
21 of 5 years successful teaching experience on a valid
22 certificate and graduation from a recognized institution of
23 higher learning with a bachelor's degree.
24     (b) Initial Teaching Certificate. Persons who (1) have
25 completed an approved teacher preparation program, (2) are
26 recommended by an approved teacher preparation program, (3)
27 have successfully completed the Initial Teaching Certification
28 examinations required by the State Board of Education, and (4)
29 have met all other criteria established by the State Board of
30 Education in consultation with the State Teacher Certification
31 Board, shall be issued an Initial Teaching Certificate valid
32 for 4 years of teaching, as defined in Section 21-14 of this

1 Code. Initial Teaching Certificates shall be issued for
2 categories corresponding to Early Childhood, Elementary,
3 Secondary, and Special K-12, with special certification
4 designations for Special Education, Bilingual Education,
5 fundamental learning areas (including Language Arts, Reading,
6 Mathematics, Science, Social Science, Physical Development and
7 Health, Fine Arts, and Foreign Language), and other areas
8 designated by the State Board of Education, in consultation
9 with the State Teacher Certification Board. Notwithstanding
10 any other provision of this Article, an Initial Teaching
11 Certificate shall be automatically extended for one year for
12 all persons who (i) have been issued an Initial Teaching
13 Certificate that expires on June 30, 2004 and (ii) have not
14 met, prior to July 1, 2004, the Standard Certificate
15 requirements under paragraph (c) of this Section. An
16 application and fee shall not be required for this extension.
17     (b-5) A person who holds an out-of-state certificate and
18 who is otherwise eligible for a comparable Illinois certificate
19 may be issued an Initial Certificate if that person has not
20 completed 4 years of teaching. Upon completion of 4 years of
21 teaching, the person is eligible for a Standard Certificate.
22 Beginning July 1, 2004, an out-of-state candidate who has
23 already earned a second-tier certificate in another state is
24 not subject to any Standard Certificate eligibility
25 requirements stated in paragraph (2) of subsection (c) of this
26 Section other than completion of the 4 years of teaching. An
27 out-of-state candidate who has completed less than 4 years of
28 teaching and does not hold a second-tier certificate from
29 another state must meet the requirements stated in paragraph
30 (2) of subsection (c) of this Section, proportionately reduced
31 by the amount of time remaining to complete the 4 years of
32 teaching.
33     (c) Standard Certificate.
34     (1) Persons who (i) have completed 4 years of teaching, as
35 defined in Section 21-14 of this Code, with an Initial
36 Certificate or an Initial Alternative Teaching Certificate and

1 have met all other criteria established by the State Board of
2 Education in consultation with the State Teacher Certification
3 Board, (ii) have completed 4 years of teaching on a valid
4 equivalent certificate in another State or territory of the
5 United States, or have completed 4 years of teaching in a
6 nonpublic Illinois elementary or secondary school with an
7 Initial Certificate or an Initial Alternative Teaching
8 Certificate, and have met all other criteria established by the
9 State Board of Education, in consultation with the State
10 Teacher Certification Board, or (iii) were issued teaching
11 certificates prior to February 15, 2000 and are renewing those
12 certificates after February 15, 2000, shall be issued a
13 Standard Certificate valid for 5 years, which may be renewed
14 thereafter every 5 years by the State Teacher Certification
15 Board based on proof of continuing education or professional
16 development. Beginning July 1, 2003, persons who have completed
17 4 years of teaching, as described in clauses (i) and (ii) of
18 this paragraph (1), have successfully completed the
19 requirements of paragraphs (2) through (4) of this subsection
20 (c), and have met all other criteria established by the State
21 Board of Education, in consultation with the State Teacher
22 Certification Board, shall be issued Standard Certificates.
23 Notwithstanding any other provisions of this Section,
24 beginning July 1, 2004, persons who hold valid out-of-state
25 certificates and have completed 4 years of teaching on a valid
26 equivalent certificate in another State or territory of the
27 United States shall be issued comparable Standard
28 Certificates. Beginning July 1, 2004, persons who hold valid
29 out-of-state certificates as described in subsection (b-5) of
30 this Section are subject to the requirements of paragraphs (2)
31 through (4) of this subsection (c), as required in subsection
32 (b-5) of this Section, in order to receive a Standard
33 Certificate. Standard Certificates shall be issued for
34 categories corresponding to Early Childhood, Elementary,
35 Secondary, and Special K-12, with special certification
36 designations for Special Education, Bilingual Education,

1 fundamental learning areas (including Language Arts, Reading,
2 Mathematics, Science, Social Science, Physical Development and
3 Health, Fine Arts, and Foreign Language), and other areas
4 designated by the State Board of Education, in consultation
5 with the State Teacher Certification Board.
6     (2) This paragraph (2) applies only to those persons
7 required to successfully complete the requirements of this
8 paragraph under paragraph (1) of this subsection (c). In order
9 to receive a Standard Teaching Certificate, a person must
10 satisfy one of the following requirements:
11         (A) Completion of a program of induction and mentoring
12     for new teachers that is based upon a specific plan
13     approved by the State Board of Education, in consultation
14     with the State Teacher Certification Board. Nothing in this
15     Section, however, prohibits an induction or mentoring
16     program from operating prior to approval. Holders of
17     Initial Certificates issued before September 1, 2007 must
18     complete, at a minimum, an approved one-year induction and
19     mentoring program. Holders of Initial Certificates issued
20     on or after September 1, 2007 must complete an approved
21     2-year induction and mentoring program. The plan must
22     describe the role of mentor teachers, the criteria and
23     process for their selection, and how all the following
24     components are to be provided:
25             (i) Assignment of a formally trained mentor
26         teacher to each new teacher for a specified period of
27         time, which shall be established by the employing
28         school or school district, provided that a mentor
29         teacher may not directly or indirectly participate in
30         the evaluation of a new teacher pursuant to Article 24A
31         of this Code or the evaluation procedure of the school.
32             (ii) Formal mentoring for each new teacher.
33             (iii) Support for each new teacher in relation to
34         the Illinois Professional Teaching Standards, the
35         content-area standards applicable to the new teacher's
36         area of certification, and any applicable local school

1         improvement and professional development plans.
2             (iv) Professional development specifically
3         designed to foster the growth of each new teacher's
4         knowledge and skills.
5             (v) Formative assessment that is based on the
6         Illinois Professional Teaching Standards and designed
7         to provide feedback to the new teacher and
8         opportunities for reflection on his or her
9         performance, which must not be used directly or
10         indirectly in any evaluation of a new teacher pursuant
11         to Article 24A of this Code or the evaluation procedure
12         of the school and which must include the activities
13         specified in clauses (B)(i), (B)(ii), and (B)(iii) of
14         this paragraph (2).
15             (vi) Assignment of responsibility for coordination
16         of the induction and mentoring program within each
17         school district participating in the program.
18         (B) Successful completion of 4 semester hours of
19     graduate-level coursework on the assessment of one's own
20     performance in relation to the Illinois Professional
21     Teaching Standards. The coursework must be approved by the
22     State Board of Education, in consultation with the State
23     Teacher Certification Board; must be offered either by an
24     institution of higher education, by such an institution in
25     partnership with a teachers' association or union or with a
26     regional office of education, or by another entity
27     authorized to issue college credit; and must include
28     demonstration of performance through all of the following
29     activities for each of the Illinois Professional Teaching
30     Standards:
31             (i) Observation, by the course instructor or
32         another experienced teacher, of the new teacher's
33         classroom practice (the observation may be recorded
34         for later viewing) for the purpose of identifying and
35         describing how the new teacher made content meaningful
36         for students; how the teacher motivated individuals

1         and the group and created an environment conducive to
2         positive social interactions, active learning, and
3         self-motivation; what instructional strategies the
4         teacher used to encourage students' development of
5         critical thinking, problem solving, and performance;
6         how the teacher communicated using written, verbal,
7         nonverbal, and visual communication techniques; and
8         how the teacher maintained standards of professional
9         conduct and provided leadership to improve students'
10         learning.
11             (ii) Review and analysis, by the course instructor
12         or another experienced teacher, of written
13         documentation (i.e., lesson plans, assignments,
14         assessment instruments, and samples of students' work)
15         prepared by the new teacher for at least 2 lessons. The
16         documentation must provide evidence of classroom
17         performance related to Illinois Professional Teaching
18         Standards 1 through 9, with an emphasis on how the
19         teacher used his or her understanding of students,
20         assessment data, and subject matter to decide on
21         learning goals; how the teacher designed or selected
22         activities and instructional materials and aligned
23         instruction to the relevant Illinois Learning
24         Standards; how the teacher adapted or modified
25         curriculum to meet individual students' needs; and how
26         the teacher sequenced instruction and designed or
27         selected student assessment strategies.
28             (iii) Demonstration of professional expertise on
29         the part of the new teacher in reflecting on his or her
30         practice, which was observed under clause (B)(i) of
31         this paragraph (2) and documented under clause (B)(ii)
32         of this paragraph (2), in terms of teaching strengths,
33         weaknesses, and implications for improvement according
34         to the Illinois Professional Teaching Standards.
35         (C) Successful completion of a minimum of 4 semester
36     hours of graduate-level coursework addressing preparation

1     to meet the requirements for certification by the National
2     Board for Professional Teaching Standards (NBPTS). The
3     coursework must be approved by the State Board of
4     Education, in consultation with the State Teacher
5     Certification Board, and must be offered either by an
6     institution of higher education, by such an institution in
7     partnership with a teachers' association or union or with a
8     regional office of education, or by another entity
9     authorized to issue college credit. The course must address
10     the 5 NBPTS Core Propositions and relevant standards
11     through such means as the following:
12             (i) Observation, by the course instructor or
13         another experienced teacher, of the new teacher's
14         classroom practice (the observation may be recorded
15         for later viewing) for the purpose of identifying and
16         describing how the new teacher made content meaningful
17         for students; how the teacher motivated individuals
18         and the group and created an environment conducive to
19         positive social interactions, active learning, and
20         self-motivation; what instructional strategies the
21         teacher used to encourage students' development of
22         critical thinking, problem solving, and performance;
23         how the teacher communicated using written, verbal,
24         nonverbal, and visual communication techniques; and
25         how the teacher maintained standards of professional
26         conduct and provided leadership to improve students'
27         learning.
28             (ii) Review and analysis, by the course instructor
29         or another experienced teacher, of written
30         documentation (i.e., lesson plans, assignments,
31         assessment instruments, and samples of students' work)
32         prepared by the new teacher for at least 2 lessons. The
33         documentation must provide evidence of classroom
34         performance, including how the teacher used his or her
35         understanding of students, assessment data, and
36         subject matter to decide on learning goals; how the

1         teacher designed or selected activities and
2         instructional materials and aligned instruction to the
3         relevant Illinois Learning Standards; how the teacher
4         adapted or modified curriculum to meet individual
5         students' needs; and how the teacher sequenced
6         instruction and designed or selected student
7         assessment strategies.
8             (iii) Demonstration of professional expertise on
9         the part of the new teacher in reflecting on his or her
10         practice, which was observed under clause (C)(i) of
11         this paragraph (2) and documented under clause (C)(ii)
12         of this paragraph (2), in terms of teaching strengths,
13         weaknesses, and implications for improvement.
14         (C-5) Satisfactory completion of a minimum of 12
15     semester hours of graduate credit towards an advanced
16     degree in an education-related field from an accredited
17     institution of higher education.
18         (D) Receipt of an advanced degree from an accredited
19     institution of higher education in an education-related
20     field that is earned by a person either while he or she
21     holds an Initial Teaching Certificate or prior to his or
22     her receipt of that certificate.
23         (E) Accumulation of 60 continuing professional
24     development units (CPDUs), earned by completing selected
25     activities that comply with paragraphs (3) and (4) of this
26     subsection (c). However, for an individual who holds an
27     Initial Teaching Certificate on the effective date of this
28     amendatory Act of the 92nd General Assembly, the number of
29     CPDUs shall be reduced to reflect the teaching time
30     remaining on the Initial Teaching Certificate.
31         (F) Completion of a nationally normed,
32     performance-based assessment, if made available by the
33     State Board of Education in consultation with the State
34     Teacher Certification Board, provided that the cost to the
35     person shall not exceed the cost of the coursework
36     described in clause (B) of this paragraph (2).

1         (G) Completion of requirements for meeting the
2     Illinois criteria for becoming "highly qualified" (for
3     purposes of the No Child Left Behind Act of 2001, Public
4     Law 107-110) in an additional teaching area.
5         (H) Receipt of a minimum 12-hour, post-baccalaureate,
6     education-related professional development certificate
7     issued by an Illinois institution of higher education and
8     developed in accordance with rules adopted by the State
9     Board of Education in consultation with the State Teacher
10     Certification Board.
11         (I) Completion of the National Board for Professional
12     Teaching Standards (NBPTS) process.
13         (J) Receipt of a subsequent Illinois certificate or
14     endorsement pursuant to Article 21 of this Code.
15     (3) This paragraph (3) applies only to those persons
16 required to successfully complete the requirements of this
17 paragraph under paragraph (1) of this subsection (c). Persons
18 who seek to satisfy the requirements of clause (E) of paragraph
19 (2) of this subsection (c) through accumulation of CPDUs may
20 earn credit through completion of coursework, workshops,
21 seminars, conferences, and other similar training events that
22 are pre-approved by the State Board of Education, in
23 consultation with the State Teacher Certification Board, for
24 the purpose of reflection on teaching practices in order to
25 address all of the Illinois Professional Teaching Standards
26 necessary to obtain a Standard Teaching Certificate. These
27 activities must meet all of the following requirements:
28         (A) Each activity must be designed to advance a
29     person's knowledge and skills in relation to one or more of
30     the Illinois Professional Teaching Standards or in
31     relation to the content-area standards applicable to the
32     teacher's field of certification.
33         (B) Taken together, the activities completed must
34     address each of the Illinois Professional Teaching
35     Standards as provided in clauses (B)(i), (B)(ii), and
36     (B)(iii) of paragraph (2) of this subsection (c).

1         (C) Each activity must be provided by an entity
2     approved by the State Board of Education, in consultation
3     with the State Teacher Certification Board, for this
4     purpose.
5         (D) Each activity, integral to its successful
6     completion, must require participants to demonstrate the
7     degree to which they have acquired new knowledge or skills,
8     such as through performance, through preparation of a
9     written product, through assembling samples of students'
10     or teachers' work, or by some other means that is
11     appropriate to the subject matter of the activity.
12         (E) One CPDU shall be available for each hour of direct
13     participation by a holder of an Initial Teaching
14     Certificate in a qualifying activity. An activity may be
15     attributed to more than one of the Illinois Professional
16     Teaching Standards, but credit for any activity shall be
17     counted only once.
18     (4) This paragraph (4) applies only to those persons
19 required to successfully complete the requirements of this
20 paragraph under paragraph (1) of this subsection (c). Persons
21 who seek to satisfy the requirements of clause (E) of paragraph
22 (2) of this subsection (c) through accumulation of CPDUs may
23 earn credit from the following, provided that each activity is
24 designed to advance a person's knowledge and skills in relation
25 to one or more of the Illinois Professional Teaching Standards
26 or in relation to the content-area standards applicable to the
27 person's field or fields of certification:
28         (A) Collaboration and partnership activities related
29     to improving a person's knowledge and skills as a teacher,
30     including all of the following:
31             (i) Peer review and coaching.
32             (ii) Mentoring in a formal mentoring program,
33         including service as a consulting teacher
34         participating in a remediation process formulated
35         under Section 24A-5 of this Code.
36             (iii) Facilitating parent education programs

1         directly related to student achievement for a school,
2         school district, or regional office of education.
3             (iv) Participating in business, school, or
4         community partnerships directly related to student
5         achievement.
6         (B) Teaching college or university courses in areas
7     relevant to a teacher's field of certification, provided
8     that the teaching may only be counted once during the
9     course of 4 years.
10         (C) Conferences, workshops, institutes, seminars, and
11     symposiums related to improving a person's knowledge and
12     skills as a teacher, including all of the following:
13             (i) Completing non-university credit directly
14         related to student achievement, the Illinois
15         Professional Teaching Standards, or content-area
16         standards.
17             (ii) Participating in or presenting at workshops,
18         seminars, conferences, institutes, and symposiums.
19             (iii) (Blank).
20             (iv) Training as reviewers of university teacher
21         preparation programs.
22         An activity listed in this clause (C) is creditable
23     only if its provider is approved for this purpose by the
24     State Board of Education, in consultation with the State
25     Teacher Certification Board.
26         (D) Other educational experiences related to improving
27     a person's knowledge and skills as a teacher, including all
28     of the following:
29             (i) Participating in action research and inquiry
30         projects.
31             (ii) Observing programs or teaching in schools,
32         related businesses, or industry that is systematic,
33         purposeful, and relevant to a teacher's field of
34         certification.
35             (iii) Participating in study groups related to
36         student achievement, the Illinois Professional

1         Teaching Standards, or content-area standards.
2             (iv) Participating in work/learn programs or
3         internships.
4             (v) Developing a portfolio of students' and
5         teacher's work.
6         (E) Professional leadership experiences related to
7     improving a person's knowledge and skills as a teacher,
8     including all of the following:
9             (i) Participating in curriculum development or
10     assessment activities at the school, school district,
11     regional office of education, State, or national level.
12             (ii) Participating in team or department
13         leadership in a school or school district.
14             (iii) (Blank).
15             (iv) Publishing educational articles, columns, or
16         books relevant to a teacher's field of certification.
17             (v) Participating in non-strike related activities
18         of a professional association or labor organization
19         that are related to professional development.
20     (5) A person must complete the requirements of this
21 subsection (c) before the expiration of his or her Initial
22 Teaching Certificate and must submit assurance of having done
23 so to the regional superintendent of schools or a local
24 professional development committee authorized by the regional
25 superintendent to submit recommendations to him or her for this
26 purpose.
27     Within 30 days after receipt, the regional superintendent
28 of schools shall review the assurance of completion submitted
29 by a person and, based upon compliance with all of the
30 requirements for receipt of a Standard Teaching Certificate,
31 shall forward to the State Board of Education a recommendation
32 for issuance of the Standard Certificate or non-issuance. The
33 regional superintendent of schools shall notify the affected
34 person if the recommendation is for non-issuance of the
35 Standard Certificate. A person who is considered not to be
36 eligible for a Standard Certificate and who has received the

1 notice of non-issuance may appeal this determination to the
2 Regional Professional Development Review Committee (RPDRC).
3 The recommendation of the regional superintendent and the
4 RPDRC, along with all supporting materials, must then be
5 forwarded to the State Board of Education for a final
6 determination.
7     Upon review of a regional superintendent of school's
8 recommendations, the State Board of Education shall issue
9 Standard Teaching Certificates to those who qualify and shall
10 notify a person, in writing, of a decision denying a Standard
11 Teaching Certificate. Any decision denying issuance of a
12 Standard Teaching Certificate to a person may be appealed to
13 the State Teacher Certification Board.
14     (6) The State Board of Education, in consultation with the
15 State Teacher Certification Board, may adopt rules to implement
16 this subsection (c) and may periodically evaluate any of the
17 methods of qualifying for a Standard Teaching Certificate
18 described in this subsection (c).
19     (7) The changes made to paragraphs (1) through (5) of this
20 subsection (c) by this amendatory Act of the 93rd General
21 Assembly shall apply to those persons who hold or are eligible
22 to hold an Initial Certificate on or after the effective date
23 of this amendatory Act of the 93rd General Assembly and shall
24 be given effect upon their application for a Standard
25 Certificate.
26     (8) Beginning July 1, 2004, persons who hold a Standard
27 Certificate and have acquired one master's degree in an
28 education-related field are eligible for certificate renewal
29 upon completion of two-thirds of the continuing education units
30 specified in subdivision (C) of paragraph (3) of subsection (e)
31 of Section 21-14 of this Code or of the continuing professional
32 development units specified in subdivision (E) of paragraph (3)
33 of subsection (e) of Section 21-14 of this Code. Persons who
34 hold a Standard Certificate and have acquired a second master's
35 degree, an education specialist, or a doctorate in an
36 education-related field or hold a Master Certificate are

1 eligible for certificate renewal upon completion of one-third
2 of the continuing education units specified in subdivision (C)
3 of paragraph (3) of subsection (e) of Section 21-14 of this
4 Code or of the continuing professional development units
5 specified in subdivision (E) of paragraph (3) of subsection (e)
6 of Section 21-14 of this Code.
7     (d) Master Certificate. Persons who have successfully
8 achieved National Board certification through the National
9 Board for Professional Teaching Standards shall be issued a
10 Master Certificate, valid for 10 years and renewable thereafter
11 every 10 years through compliance with requirements set forth
12 by the State Board of Education, in consultation with the State
13 Teacher Certification Board. However, each teacher who holds a
14 Master Certificate shall be eligible for a teaching position in
15 this State in the areas for which he or she holds a Master
16 Certificate and each guidance counselor who holds a Master
17 Certificate in the area of counseling shall be eligible for a
18 counseling position in this State without satisfying any other
19 requirements of this Code, except for those requirements
20 pertaining to criminal background checks. A holder of a Master
21 Certificate in an area of science or social science is eligible
22 to teach in any of the subject areas within those fields,
23 including those taught at the advanced level, as defined by the
24 State Board of Education in consultation with the State Teacher
25 Certification Board. A teacher who holds a Master Certificate
26 shall be deemed to meet State certification renewal
27 requirements in the area or areas for which he or she holds a
28 Master Certificate for the 10-year term of the teacher's Master
29 Certificate.

33     Sec. 21-27. The Illinois Teaching Excellence Program. The
34 Illinois Teaching Excellence Program is hereby established to
35 provide categorical funding for monetary incentives and

1 bonuses for teachers and guidance counselors who are employed
2 by school districts and who hold a Master Certificate. The
3 State Board of Education shall allocate and distribute to each
4 school district an amount as annually appropriated by the
5 General Assembly from federal funds for the Illinois Teaching
6 Excellence Program. Unless otherwise provided by
7 appropriation, each school district's annual allocation shall
8 be the sum of the amounts earned for the following incentives
9 and bonuses:
10         (1) An annual payment of $3,000 to be paid to (A) each
11     teacher who successfully completes the program leading to
12     and who receives a Master Certificate and is employed as a
13     teacher by a school district and (B) each guidance
14     counselor who successfully completes the program leading
15     to and who receives a Master Certificate and is employed as
16     a guidance counselor by a school district. The school
17     district shall distribute this payment to each eligible
18     teacher or guidance counselor as a single payment or in not
19     more than 3 payments.
20         (2) An annual incentive equal to $1,000 shall be paid
21     to each teacher who holds a Master Certificate, who is
22     employed as a teacher by a school district, and who agrees,
23     in writing, to provide 60 hours of mentoring during that
24     year to classroom teachers. This mentoring may include,
25     either singly or in combination, (i) providing high quality
26     professional development for new and experienced teachers,
27     and (ii) assisting National Board for Professional
28     Teaching Standards (NBPTS) candidates through the NBPTS
29     certification process. The school district shall
30     distribute 50% of each annual incentive payment upon
31     completion of 30 hours of the required mentoring and the
32     remaining 50% of the incentive upon completion of the
33     required 60 hours of mentoring. Credit may not be granted
34     by a school district for mentoring or related services
35     provided during a regular school day or during the total
36     number of days of required service for the school year.

1         (3) An annual incentive equal to $3,000 shall be paid
2     to each teacher who holds a Master Certificate, who is
3     employed as a teacher by a school district, and who agrees,
4     in writing, to provide 60 hours of mentoring during that
5     year to classroom teachers in schools on academic early
6     warning status or in schools in which 50% or more of the
7     students receive free or reduced price lunches, or both.
8     The school district shall distribute 50% of each annual
9     incentive payment upon completion of 30 hours of the
10     required mentoring and the remaining 50% of the incentive
11     upon completion of the required 60 hours of mentoring.
12     Credit may not be granted by a school district for
13     mentoring or related services provided during a regular
14     school day or during the total number of days of required
15     service for the school year.
16     Each regional superintendent of schools shall provide
17 information about the Master Certificate Program of the
18 National Board for Professional Teaching Standards (NBPTS) and
19 this amendatory Act of the 91st General Assembly to each
20 individual seeking to register or renew a certificate under
21 Section 21-14 of this Code.

23     Section 99. Effective date. This Act takes effect upon
24 becoming law.
