    Amends the Volunteer Emergency Worker Job Protection Act and various Acts relating to the governance of public universities in Illinois. Provides that no public university or community college attendance policy or attendance policy of a faculty member thereof may in any way penalize a student who is a volunteer emergency worker for absence from class caused by the performance of his or her duties as a volunteer emergency worker. Amends the Volunteer Fire Protection Association Act. Provides that no public university or community college attendance policy or attendance policy of a faculty member thereof may in any way penalize a student who is a volunteer fire protection association member for absence from class caused by the performance of his or her duties as a volunteer fire protection association member. Effective immediately.

1     AN ACT concerning higher education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 5. The Volunteer Emergency Worker Job Protection
5 Act is amended by adding Section 25 as follows:

6     (50 ILCS 748/25 new)
7     Sec. 25. Public university or community college attendance
8 penalty prohibited. No public university or community college
9 attendance policy or attendance policy of a faculty member
10 thereof may in any way penalize a student who is a volunteer
11 emergency worker for absence from class caused by the
12 performance of his or her duties as a volunteer emergency
13 worker.

14     Section 10. The University of Illinois Act is amended by
15 adding Section 40 as follows:

16     (110 ILCS 305/40 new)
17     Sec. 40. Volunteer emergency worker absence. No university
18 or faculty attendance policy may in any way penalize a student
19 who is a volunteer emergency worker, as defined in the
20 Volunteer Emergency Worker Job Protection Act, for absence from
21 class caused by the performance of his or her duties as a
22 volunteer emergency worker.

23     Section 15. The Southern Illinois University Management
24 Act is amended by adding Section 25 as follows:

26     Sec. 25. Volunteer emergency worker absence. No university
27 or faculty attendance policy may in any way penalize a student
28 who is a volunteer emergency worker, as defined in the

3 volunteer emergency worker.

4     Section 20. The Chicago State University Law is amended by
5 adding Section 5-135 as follows:

6     (110 ILCS 660/5-135 new)
7     Sec. 5-135. Volunteer emergency worker absence. No
8 university or faculty attendance policy may in any way penalize
9 a student who is a volunteer emergency worker, as defined in
10 the Volunteer Emergency Worker Job Protection Act, for absence
11 from class caused by the performance of his or her duties as a
12 volunteer emergency worker.

13     Section 25. The Eastern Illinois University Law is amended
14 by adding Section 10-135 as follows:

15     (110 ILCS 665/10-135 new)
16     Sec. 10-135. Volunteer emergency worker absence. No
17 university or faculty attendance policy may in any way penalize
18 a student who is a volunteer emergency worker, as defined in
19 the Volunteer Emergency Worker Job Protection Act, for absence
20 from class caused by the performance of his or her duties as a
21 volunteer emergency worker.

22     Section 30. The Governors State University Law is amended
23 by adding Section 15-135 as follows:

24     (110 ILCS 670/15-135 new)
25     Sec. 15-135. Volunteer emergency worker absence. No
26 university or faculty attendance policy may in any way penalize
27 a student who is a volunteer emergency worker, as defined in
28 the Volunteer Emergency Worker Job Protection Act, for absence
29 from class caused by the performance of his or her duties as a
30 volunteer emergency worker.

1     Section 35. The Illinois State University Law is amended by
2 adding Section 20-140 as follows:

3     (110 ILCS 675/20-140 new)
4     Sec. 20-140. Volunteer emergency worker absence. No
5 university or faculty attendance policy may in any way penalize
6 a student who is a volunteer emergency worker, as defined in
7 the Volunteer Emergency Worker Job Protection Act, for absence
8 from class caused by the performance of his or her duties as a
9 volunteer emergency worker.

10     Section 40. The Northeastern Illinois University Law is
11 amended by adding Section 25-135 as follows:

12     (110 ILCS 680/25-135 new)
13     Sec. 25-135. Volunteer emergency worker absence. No
14 university or faculty attendance policy may in any way penalize
15 a student who is a volunteer emergency worker, as defined in
16 the Volunteer Emergency Worker Job Protection Act, for absence
17 from class caused by the performance of his or her duties as a
18 volunteer emergency worker.

19     Section 45. The Northern Illinois University Law is amended
20 by adding Section 30-145 as follows:

21     (110 ILCS 685/30-145 new)
22     Sec. 30-145. Volunteer emergency worker absence. No
23 university or faculty attendance policy may in any way penalize
24 a student who is a volunteer emergency worker, as defined in
25 the Volunteer Emergency Worker Job Protection Act, for absence
26 from class caused by the performance of his or her duties as a
27 volunteer emergency worker.

28     Section 50. The Western Illinois University Law is amended
29 by adding Section 35-140 as follows:

2     Sec. 35-140. Volunteer emergency worker absence. No
3 university or faculty attendance policy may in any way penalize
4 a student who is a volunteer emergency worker, as defined in
5 the Volunteer Emergency Worker Job Protection Act, for absence
6 from class caused by the performance of his or her duties as a
7 volunteer emergency worker.

8     Section 55. The Public Community College Act is amended by
9 adding Section 3-29.3 as follows:

10     (110 ILCS 805/3-29.3 new)
11     Sec. 3-29.3. Volunteer emergency worker absence. No public
12 community college or faculty attendance policy may in any way
13 penalize a student who is a volunteer emergency worker, as
14 defined in the Volunteer Emergency Worker Job Protection Act,
15 for absence from class caused by the performance of his or her
16 duties as a volunteer emergency worker.

17     Section 60. The Volunteer Fire Protection Association Act
18 is amended by adding Section 6 as follows:

19     (425 ILCS 70/6 new)
20     Sec. 6. Public university or community college attendance
21 penalty prohibited. No public university or community college
22 attendance policy or attendance policy of a faculty member
23 thereof may in any way penalize a student who is a volunteer
24 fire protection association member for absence from class
25 caused by the performance of his or her duties as a volunteer
26 fire protection association member.

27     Section 99. Effective date. This Act takes effect upon
28 becoming law.
