| SENATE RESOLUTION

| WHEREAS, The members of the Senate of the State of Illinois | 3 |
| learned with regret of the death of David Crum Sinclair, mayor | 4 |
| of Virginia, Illinois, on Friday, March 3, 2006; and
| 5 |
| WHEREAS, He was born on April 17, 1929, in Virginia to | 6 |
| Harry Watson and Rena Crum Sinclair; he married Lois Ann | 7 |
| Nottingham in 1948, and he later married Lena Turner on | 8 |
| February 14, 1991, in Gulf Shores, Alabama; and
| 9 |
| WHEREAS, Mr. Sinclair graduated from Virginia High School | 10 |
| in the class of 1947; he was an active businessman from a young | 11 |
| age operating a restaurant, an international truck dealership, | 12 |
| and an auto repair shop; he was well known for his 50 years of | 13 |
| owning and operating Dave's S & G Auto Parts in Virginia where | 14 |
| he specialized in rebuilding carburetors; and
| 15 |
| WHEREAS, A devoted community servant, he was currently | 16 |
| serving his fifteenth year as mayor of Virginia; during his | 17 |
| tenure, Mayor Sinclair was instrumental in the construction of | 18 |
| a new City Hall, completion of a water pipeline from the | 19 |
| Sangamon River, and expanding the city sewer service to include | 20 |
| the entire city; he was a staunch promoter of the Jim | 21 |
| Edgar-Panther Creek State Park, which was his favorite spot for | 22 |
| his pastime of fishing; and
| 23 |
| WHEREAS, He was well known for his sense of humor and his | 24 |
| 38 year commitment as a friend of Bill W.; he had served his | 25 |
| community as an emergency medical technician for ten years, as | 26 |
| a member of the Virginia Volunteer Fire Department for ten | 27 |
| years, and a member of the Virginia Kiwanis Club; he was a | 28 |
| member of the Virginia Lodge #544 AF&AM, Jacksonville Elks | 29 |
| Lodge #682, and an active member of Virginia United Methodist | 30 |
| Church; he maintained a private pilot's license for several | 31 |
| years, and he was devoted to his family and his special dog, |

| WHEREAS, The passing of David Crum Sinclair has been deeply | 3 |
| felt by many, especially his wife, Lena; his daughters, Bonnie | 4 |
| Herrin (husband, Steve), Kathy Wzientek (husband, Tony), Coni | 5 |
| Cox (husband, Dale), and Mary Ann Brockhouse (husband, Ron); | 6 |
| his stepson, Cliff Hancock (wife, Denise); his stepdaughters, | 7 |
| Marti Galbreth (husband, Alan) and Janice Worley (husband, | 8 |
| Roger); his grandchildren, Amy Herrin, Brian Herrin (wife, | 9 |
| Angela), Zachary Herrin, David Miller (wife, Barbie), Veronica | 10 |
| Bjorkman (husband, Andy), Kaydee Grace Cox, Ross Brockhouse | 11 |
| (fiancé, Sarah Wiese), Brett Brockhouse, B.J. Galbreth, | 12 |
| Christopher Galbreth (wife, Missy), Colten and Ryan Hancock, | 13 |
| and Jennifer and Nathan Worley; his five great-grandchildren; | 14 |
| his sister, Jean Devlin; and his numerous nieces and nephews; | 15 |
| he was preceded in death by his sister, Frances Ann Mefford; | 16 |
| and his brothers, John Albert Sinclair, Arthur Watson Sinclair, | 17 |
| and M. Crum Sinclair; therefore, be it
| 18 |
| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | 19 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | 20 |
| Mayor David Sinclair, and we extend our sincere condolences to | 21 |
| his family, friends, and all who knew and loved him; and be it | 22 |
| further
| 23 |
| RESOLVED, That a suitable copy of this resolution be | 24 |
| presented to his family as an expression of our deepest | 25 |
| sympathy.
