| SENATE RESOLUTION
| 2 |
| WHEREAS, The members of the Illinois Senate wish to convey | 3 |
| their sincere sympathies to the family and friends of Peggy | 4 |
| Jane Lubin, who recently passed away; and | 5 |
| WHEREAS, Peggy Lubin was born February 5, 1939 to Johnnie | 6 |
| Jackson and Jimmy Cross in Bolivar, Tennessee; Peggy and her | 7 |
| mother moved to Chicago, where she attended Oakenwald | 8 |
| Elementary and St. Elizabeth High Schools; she attended Xavier | 9 |
| University in New Orleans and then returned to Chicago, | 10 |
| receiving her B.A. degree from Chicago Teachers College; she | 11 |
| received her Master's Degrees in Geography and Education from | 12 |
| Chicago State University, as well as completion of all course | 13 |
| work toward the Doctor of Education degree at Loyola | 14 |
| University; and
| 15 |
| WHEREAS, Peggy was baptized into the Catholic faith; as an | 16 |
| adult, she became a member of Christ Universal Temple but also | 17 |
| frequently visited Trinity United Church of Christ; and
| 18 |
| WHEREAS, Peggy and Benjamin Lubin were married February 3, | 19 |
| 1957; they were blessed with two children, Niva Marie and Dwain | 20 |
| Phillip; together with her family they traveled to South and | 21 |
| West Africa, Asia, the Caribbean, Bermuda and Hawaii; and
| 22 |
| WHEREAS, Peggy Lubin worked as an educator and | 23 |
| administrator with the Chicago Public Schools for more than 32 | 24 |
| years, with service at Dewey Elementary, John Hope Middle, and | 25 |
| Steinmetz High Schools; she was appointed principal of the | 26 |
| Nettlehorst Elementary School in the Wrigleyville community | 27 |
| where her highly successful tenure spanned 15 years; she worked | 28 |
| with a culturally diverse student body that also included a | 29 |
| large population of students with disabilities; and
| 30 |
| WHEREAS, She was featured in a Chicago Tribune article as |

| the first principal in the State of Illinois to enroll a | 2 |
| student with HIV; she was the recipient of numerous citations | 3 |
| and awards, including the CPS Principal of Excellence Award, | 4 |
| Cook County State's Attorney Outstanding Woman in Education | 5 |
| Award, and Chicago Park District Service Award; and
| 6 |
| WHEREAS, Upon retirement, Peggy assumed a faculty position | 7 |
| at Loyola University, later joining the faculty of Roosevelt | 8 |
| University in an innovative principal training program; she | 9 |
| also directed a collaborative pilot program for those holding | 10 |
| State principal certificates, but needing additional courses | 11 |
| to meet newly mandated CPS requirements; and
| 12 |
| WHEREAS, She was initiated into Beta Chapter of Alpha Kappa | 13 |
| Alpha Sorority, Inc. in November of 1959 as one of the six | 14 |
| "Fine Line of 59"; she also became a Life Member of the | 15 |
| sorority; following her college graduation, she became a member | 16 |
| of Theta Omega Chapter, serving in various capacities including | 17 |
| Chaplain, and Chairman of the Connection Committee;
she served | 18 |
| on the Board of Human Resources Development Institute, Inc. | 19 |
| (HRDI), accepting the Board chairmanship in 1994; and she was | 20 |
| an annual presenter at the HRDI International Conference, | 21 |
| Counseling and Treating People
of Color; and

| WHEREAS, Peggy Lubin was preceded in death by her son | 23 |
| Dwain; she is survived by her husband, Benjamin; her daughter | 24 |
| Dr. Niva Lubin-Johnson; her son-in-law Joseph Johnson; her | 25 |
| mother Johnnie Jackson; her brother-in-law Calvin Lubin; her | 26 |
| brother Robert Vaughn; her first cousins Sybil Mitchell and | 27 |
| James Mann; her God-daughter Toya Brantley; her Sorority line | 28 |
| sisters Carole Cartwright, Gloria Jackson, Loann King, Betty | 29 |
| Laddy, and Marva Lee; and many nieces, nephews, cousins and | 30 |
| friends; therefore, be it

| RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL | 32 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with |
