1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Sections 3-664, 3-665, and 3-666 as follows:
 
6     (625 ILCS 5/3-664 new)
7     Sec. 3-664. Iraq Campaign license plates.
8     (a) In addition to any other special license plate, the
9 Secretary, upon receipt of all applicable fees and applications
10 made in the form prescribed by the Secretary of State, may
11 issue Iraq Campaign license plates to residents of Illinois who
12 have earned the Iraq Campaign Medal from the United States
13 Armed Forces. The special Iraq Campaign plates issued under
14 this Section shall be affixed only to passenger vehicles of the
15 first division, motorcycles, and motor vehicles of the second
16 division weighing not more than 8,000 pounds. Plates issued
17 under this Section shall expire according to the staggered
18 multi-year procedure established by Section 3-414.1 of this
19 Code.
20     (b) The design, color, and format of the plates shall be
21 wholly within the discretion of the Secretary of State. The
22 Secretary may, in his or her discretion, allow the plates to be
23 issued as vanity plates or personalized in accordance with

1 Section 3-405.1 of this Code. The plates are not required to
2 designate "Land Of Lincoln", as prescribed in subsection (b) of
3 Section 3-412 of this Code. The Secretary shall, in his or her
4 discretion, approve and prescribe stickers or decals as
5 provided under Section 3-412.
6     (c) An applicant for the special plate shall be charged a
7 $40 fee for original issuance in addition to the appropriate
8 registration fee. Of this fee, $25 shall be deposited into the
9 Illinois Military Family Relief Fund and $15 shall be deposited
10 into the Secretary of State Special License Plate Fund, to be
11 used by the Secretary to help defray the administrative
12 processing costs. For each registration renewal period, a $27
13 fee, in addition to the appropriate registration fee, shall be
14 charged. Of this fee, $25 shall be deposited into the Illinois
15 Military Family Relief Fund and $2 shall be deposited into the
16 Secretary of State Special License Plate Fund.

18     Sec. 3-665. Afghanistan Campaign license plates.
19     (a) In addition to any other special license plate, the
20 Secretary, upon receipt of all applicable fees and applications
21 made in the form prescribed by the Secretary of State, may
22 issue Afghanistan Campaign license plates to residents of
23 Illinois who have earned the Afghanistan Campaign Medal from
24 the United States Armed Forces. The special Afghanistan
25 Campaign plates issued under this Section shall be affixed only

1 to passenger vehicles of the first division, motorcycles, and
2 motor vehicles of the second division weighing not more than

2     Sec. 3-666. Paratrooper license plates.
3     (a) In addition to any other special license plate, the
4 Secretary, upon receipt of all applicable fees and applications
5 made in the form prescribed by the Secretary of State, may
6 issue Paratrooper license plates to residents of Illinois who
7 meet eligibility requirements prescribed by the Secretary of
8 State. The special Paratrooper plate issued under this Section
9 shall be affixed only to passenger vehicles of the first
10 division and motor vehicles of the second division weighing not
11 more than 8,000 pounds. Plates issued under this Section shall
12 expire according to the staggered multi-year procedure
13 established by Section 3-414.1 of this Code.
14     (b) The design, color, and format of the plates shall be
15 wholly within the discretion of the Secretary of State. The
16 Secretary may, in his or her discretion, allow the plates to be
17 issued as vanity or personalized plates in accordance with
18 Section 3-405.1 of this Code. The plates are not required to
19 designate "Land Of Lincoln", as prescribed in subsection (b) of
20 Section 3-412 of this Code. The Secretary shall prescribe the
21 eligibility requirements and, in his or her discretion, shall
22 approve and prescribe stickers or decals as provided under
23 Section 3-412.

2     Section 99. Effective date. This Act takes effect upon
3 becoming law.
