AMENDMENT TO HOUSE BILL 182

2     AMENDMENT NO. ______. Amend House Bill 182 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the
5 Forensic Psychiatry Fellowship Training Act.
 
6     Section 5. Creation of program. The University of Illinois
7 at Chicago and Southern Illinois University shall expand their
8 focuses on enrolling, training, and graduating forensic mental
9 health professionals by each creating a forensic psychiatry
10 fellowship training program at their Colleges of Medicine.
 
11     Section 10. Powers and duties under program. Under the
12 forensic psychiatry fellowship training program created under
13 Section 5 of this Act, the University of Illinois at Chicago
14 and Southern Illinois University shall each have all of the
15 following powers and duties:

1         (1) The university's undergraduate and graduate
2     programs may increase their service and training
3     commitments in order to provide mental health care to
4     chronically mentally ill populations in this State.
5         (2) The university shall coordinate service,
6     education, and research in mental health and may work with
7     communities, State agencies, other colleges and
8     universities, private foundations, health care providers,
9     and other interested organizations on innovative
10     strategies to respond to the challenges of providing
11     greater physician presence in the field of forensic
12     psychiatry. However, the majority of the clinical
13     rotations of the fellows must be served in publicly
14     supported programs in this State.
15         (3) The university may establish such clinical and
16     educational centers and may cooperate with other
17     universities and associations as may be necessary to carry
18     out the intent of this Act according to the following
19     priorities:
20             (A) a preference for programs that are designed to
21         enroll, educate, and facilitate the graduation of
22         mental health professionals trained in forensic
23         psychiatry and other forensic mental health
24         sub-specialities; and
25             (B) a preference for public sector programs that
26         involve networking with other agencies, organizations,

1         and institutions that have similar objectives.
 
2     Section 15. Program curriculum. The curriculum for the
3 forensic psychiatry fellowship training program created under
4 Section 5 of this Act shall be developed in accordance with
5 criteria established by the Residency Review Committee of the
6 Accreditation Council for Graduate Medical Education (ACGME).
 
7     Section 20. Funding. The implementation of this Act is
8 subject to appropriation. In a given fiscal year, 75% of the
9 total amount appropriated for the purposes of this Act must be
10 designated for the University of Illinois at Chicago and 25% of
11 the total amount appropriated for the purposes of this Act must
12 be designated for Southern Illinois University.
 
13     Section 99. Effective date. This Act takes effect upon
14 becoming law.".
