SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Appropriation Procedures Act. Provides that a bill making an appropriation may not be considered for final passage by either the House of Representatives or the Senate unless that chamber first adopts, by a record vote of at least two-thirds of the members elected, a motion to consider that bill. Effective immediately.

1     AN ACT concerning finance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Appropriation Procedures Act.
 
6     Section 5. Appropriation bills; motion required. A bill
7 making an appropriation may not be considered for final passage
8 by either the House of Representatives or the Senate unless
9 that chamber first adopts, by a record vote of at least
10 two-thirds of the members elected, a motion to consider that
11 bill.
 
12     Section 99. Effective date. This Act takes effect upon
13 becoming law.
