SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Continuing Appropriation for Military Scholarships Act to require a General Revenue Fund recommendation by the Governor in the annual budget and annual General Revenue Fund appropriations by the General Assembly sufficient to reimburse institutions of higher learning in this State for not charging students tuition and fees under the Veteran Grant program, the Illinois National Guard Grant and Naval Militia Grant program, and the MIA/POW Scholarship program and to require an irrevocable and continuing appropriation if the General Assembly fails to make sufficient appropriations. Effective July 1, 2007.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Continuing Appropriation for Military Scholarships Act.
 
6     Section 5. Annual budget; recommendation. Beginning with
7 the Budget for fiscal year 2009, the Governor shall include a
8 General Revenue Fund recommendation in the annual Budget
9 sufficient to reimburse institutions of higher learning in this
10 State for not charging students tuition and fees under the
11 Veteran Grant program, the Illinois National Guard Grant and
12 Naval Militia Grant program, and the MIA/POW Scholarship
13 program.
 
14     Section 10. Funding. Beginning with fiscal year 2009, the
15 General Assembly shall annually make appropriations sufficient
16 to reimburse institutions of higher learning in this State for
17 not charging students tuition and fees under the Veteran Grant
18 program, the Illinois National Guard Grant and Naval Militia
19 Grant program, and the MIA/POW Scholarship program.
 
20     Section 15. Continuing appropriation. If the General
21 Assembly fails to make General Revenue Fund appropriations in

1 fiscal year 2009 or in any fiscal year thereafter sufficient to
2 reimburse institutions of higher learning in this State for not
3 charging students tuition and fees under the Veteran Grant
4 program, the Illinois National Guard Grant and Naval Militia
5 Grant program, and the MIA/POW Scholarship program, this Act
6 shall constitute an irrevocable and continuing appropriation
7 from the General Revenue Fund of all amounts necessary for
8 those purposes.
 
9     Section 99. Effective date. This Act takes effect July 1,
10 2007.
