Amends the Illinois Vehicle Code provision concerning Illinois Fire Fighters license plates. Provides that the moneys in the Illinois Fire Fighters' Memorial Fund that are used for scholarships may be used for graduate scholarships, undergraduate scholarships, or both, for spouses (as well as for children) of fire fighters killed in the line of duty. Provides that up to 10% of the annual proceeds of the Fund may be used for exhibits for and the maintenance of the Illinois Fire Fighter Museum. Effective immediately.

| AN ACT concerning transportation.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Illinois Vehicle Code is amended by changing | 5 |
| Section 3-634 as follows:
| 6 |
| (625 ILCS 5/3-634)
| 7 |
| Sec. 3-634. Illinois Fire Fighters' License Plate.
| 8 |
| (a) The Secretary, upon receipt of an application made in | 9 |
| the form
prescribed by the Secretary of State, may issue | 10 |
| special registration plates
designated to be Illinois Fire | 11 |
| Fighters' Memorial license plates. The special
plates issued | 12 |
| under
this Section shall be affixed only to passenger vehicles | 13 |
| of the first division,
motor vehicles of the second
division | 14 |
| weighing not more than 8,000 pounds,
recreational vehicles as | 15 |
| defined in Section 1-169 of this Code,
and subject to the
| 16 |
| staggered registration system. Plates issued under this | 17 |
| Section shall
expire according to the multi-year
procedure | 18 |
| established by Section 3-414.1 of this Code.
| 19 |
| (b) The design and color of the plates shall be wholly | 20 |
| within the discretion
of the Secretary of State. The Secretary | 21 |
| of State may, in his or her
discretion, allow the plates to be | 22 |
| issued as vanity plates or personalized in
accordance with | 23 |
| Section 3-405.1 of this Code. The plates are not required to

| designate "Land of Lincoln", as prescribed in subsection (b) of | 2 |
| Section 3-412
of this Code. The Secretary of State shall | 3 |
| prescribe stickers or decals as
provided under Section 3-412.

| (c) An applicant shall be charged a $27 fee for original | 5 |
| issuance in
addition to the applicable registration fee. Of
| 6 |
| this additional fee, $15 shall be deposited into the Secretary | 7 |
| of State
Special License Plate Fund and $12 shall be
deposited | 8 |
| into the Illinois Fire Fighters' Memorial Fund.
For each | 9 |
| registration renewal period, a $17 fee, in addition to the
| 10 |
| appropriate registration fee, shall be charged.
Of this fee, $2 | 11 |
| shall be deposited into the Secretary of State Special License
| 12 |
| Plate Fund and $15 shall be deposited into
the Illinois Fire | 13 |
| Fighters' Memorial Fund.
| 14 |
| (d) In addition to the purpose specified in Section | 15 |
| 2-119(n), moneys in
the Illinois Fire Fighters' Memorial Fund | 16 |
| shall, except as otherwise provided in subsection (e) and | 17 |
| subject to appropriation by
the General Assembly and approval | 18 |
| by the Secretary, be used exclusively for the following | 19 |
| purposes: | 20 |
| (1) maintaining
the Illinois Fire Fighters' Memorial;
| 21 |
| (2) holding an annual memorial
commemoration and Medal | 22 |
| of Honor ceremony and related activities; and | 23 |
| (3) providing scholarships , for graduate study, | 24 |
| undergraduate study, or both, to children and spouses of | 25 |
| fire fighters
killed in the line of duty. | 26 |
| (e) No more than 10% of the annual proceeds of the Illinois |

| Fire Fighters' Memorial Fund may, subject to appropriation by | 2 |
| the General Assembly and approval by the Secretary, be used for | 3 |
| exhibits for and the maintenance of the Illinois Fire Fighter | 4 |
| Museum.

| Section 99. Effective date. This Act takes effect upon | 7 |
| becoming law.
