SYNOPSIS AS INTRODUCED:
 
20 ILCS 1605/27.5 new

    Amends the Illinois Lottery Law. Provides that neither the Department of Revenue, the Lottery Control Board, the Governor, nor any other officer or employee of the executive branch of State government may sell, convey, lease, transfer, or otherwise dispose of any asset of the State Lottery with a fair market value of over $1,000,000. Further provides that the prohibition may not be defeated by splitting a unitary asset and attempting to make the disposition in parts and that any attempted disposition that violates the prohibition is void. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Lottery Law is amended by adding
5 Section 27.5 as follows:
 
6     (20 ILCS 1605/27.5 new)
7     Sec. 27.5. Disposal of assets. Notwithstanding any other
8 provision of this Act or any other law to the contrary, neither
9 the Department, the Board, the Governor, nor any other officer
10 or employee of the executive branch of State government may
11 sell, convey, lease, transfer, or otherwise dispose of any
12 asset of the State Lottery with a fair market value of over
13 $1,000,000. The prohibition of this Section may not be defeated
14 by splitting a unitary asset and attempting to make the
15 disposition in parts. Any attempted disposition that violates
16 this Section is void.
 
17     Section 99. Effective date. This Act takes effect upon
18 becoming law.
