SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Military Family Interstate Compact Implementation Statute Drafting Advisory Committee Act. Creates the Committee as an interagency advisory committee to develop a comprehensive statute to implement the Model Interstate Compact on Military Families. The Lieutenant Governor is the chair of the Committee. Designates other members. Requires a report to the General Assembly. Effective immediately.

1     AN ACT concerning military affairs.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Military Family Interstate Compact Implementation Statute
6 Drafting Advisory Committee Act.
 
7     Section 5. Committee; created; mandate. The Military
8 Family Interstate Compact Implementation Statute Drafting
9 Advisory Committee is created as an interagency advisory
10 committee to develop a comprehensive statute to implement the
11 Model Interstate Compact on Military Families, a document
12 developed by the National Military Family Association. The
13 Lieutenant Governor is the chair of the Committee, which shall
14 be composed of the following individuals or agency designees:
15         (1) The Lieutenant Governor.
16         (2) The Illinois State Board of Education.
17         (3) The Department of Commerce and Economic
18     Opportunity.
19         (4) The Department of Healthcare and Family Services.
20         (5) The Housing Development Authority.
21         (6) The Department of Veterans' Affairs.
22         (7) The Department of Military Affairs.
23         (8) The Department of Labor.

1         (9) Any other interested stakeholder, at the
2     discretion of the chair.
3     The Committee shall meet at a time and place designated by
4 the chair, but in no case shall the Committee meet less often
5 than once each month, until it has fulfilled all the
6 obligations delineated in this Act.
7     All meetings of the Committee are subject to the provisions
8 of the Open Meetings Act.
9     All proceedings of the Committee and documents produced by
10 the Committee are subject to the provisions of the Freedom of
11 Information Act.
12     The Committee shall draft and submit to the General
13 Assembly a model implementation statute and a report outlining
14 all the issues raised by the implementation by no later than
15 December 31, 2008 or within 90 days after the effective date of
16 this Act, whichever is later.
 
17     Section 99. Effective date. This Act takes effect upon
18 becoming law.
