HOUSE RESOLUTION

 
2     WHEREAS, The Formosa Plastics Corporation chemical plant
3 in the village of Illiopolis made plastics used in pipes and
4 construction and provided good-paying jobs to more than 130
5 workers; and
 
6     WHEREAS, a 15,000-pound chemical leak in the plant
7 detonated on April 23, 2004, resulting in the deaths of 5
8 employees and badly injuring several more; and
 
9     WHEREAS, The skeleton crew manning the damaged plant
10 appears to no longer be working at the plant; and
 
11     WHEREAS, The village of Illiopolis has no regular contact
12 with Formosa and is not informed about its intentions with
13 regard to the future operation or use of the plant; and
 
14     WHEREAS, The official report of the investigation into the
15 Formosa disaster was released March 6, 2007; and
 
16     WHEREAS, Serious concerns exist about the effects of the
17 closure of the plant on the village of Illiopolis; therefore,
18 be it
 
19     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE

1 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
2 the Department of Commerce and Economic Opportunity is directed
3 to study, subject to appropriation, the economic impact of the
4 loss of the Formosa chemical plant on the village of
5 Illiopolis; and be it further
 
6     RESOLVED, That the Department of Commerce and Economic
7 Opportunity submit a report by January 1, 2008, to the Governor
8 and the General Assembly on the economic impact of the loss of
9 the Formosa plant including recommendations on increasing
10 employment opportunities in the village of Illiopolis and the
11 surrounding community; and be it further
 
12     RESOLVED, That suitable copies of the resolution be
13 delivered to the Governor and the Director of Commerce and
14 Economic Opportunity.
