HOUSE RESOLUTION

 
2     WHEREAS, Toxic chemicals, such as polychlorinated
3 biphenyls (PCB), have historically been used in applications,
4 including as a lubricant and sealant in natural gas systems,
5 and may currently pose a public health risk; and
 
6     WHEREAS, The U.S. Environmental Protection Agency has
7 identified that PCBs are probable cancer-causing substances,
8 and the U.S. banned the manufacture of PCBs in 1977 due to
9 associated health risks; and
 
10     WHEREAS, Federal law currently does not require immediate
11 reporting when a natural gas company identifies the existence
12 of PCB contamination below certain thresholds; and
 
13     WHEREAS, In Park Ridge, PCBs were found in 2 homes in
14 February and another home in May before the contamination was
15 reported to the U.S. EPA in June; therefore, be it
 
16     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
17 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
18 support immediate government and public notification upon the
19 detection of toxic chemicals and related contamination; and be
20 it further

1     RESOLVED, That we urge the United States Congress to review
2 and revise the United States Environmental Protection Agency's
3 requirements for the reporting of contamination of toxic
4 chemicals, including contamination associated with PCBs used
5 to lubricate and seal natural gas systems, in order to maximize
6 the public's health and safety; and be it further
 
7     RESOLVED, That suitable copies of this resolution be
8 delivered to the director of the Illinois Environmental
9 Protection Agency, Douglas P. Scott, the director of the United
10 States Environmental Protection Agency, Stephen L. Johnson,
11 and each member of the Illinois Congressional delegation to the
12 United States Congress.
