| WHEREAS, Baxter International Inc. is a global diversified | 3 |
| healthcare company that applies innovative science to develop | 4 |
| biotechnology products, specialty therapeutics and medical | 5 |
| devices that save and sustain patients' lives; Baxter makes a | 6 |
| meaningful difference for people with end-stage kidney | 7 |
| disease, hemophilia, immune disorders, trauma, and other | 8 |
| chronic conditions around the world; based in Deerfield, | 9 |
| Illinois, Baxter employs 5,000 Illinois residents and 46,500 | 10 |
| people around the world; Baxter manufactures products in 14 | 11 |
| U.S. locations, as well as in 26 countries; and
| 12 |
| WHEREAS, Baxter sells its therapies in more than 100 | 13 |
| countries, with more than half of its sales coming from outside | 14 |
| of the United States; for more than 75 years, Baxter has drawn | 15 |
| together specialists, scientists, healthcare experts, and | 16 |
| business professionals who share a common purpose, to save and | 17 |
| enhance lives through innovative healthcare solutions; and

| WHEREAS, Baxter upholds its obligations to use resources | 19 |
| wisely, and strives to achieve a safe, clean, and healthy | 20 |
| future; through its demonstrated leadership on economic, | 21 |
| social, and environmental sustainability, Baxter has been | 22 |
| named for nine straight years to the Dow Jones Sustainability | 23 |
| North American Index; recognized for the fourth consecutive |

| year as one of "The Global 100 Most Sustainable Corporations in | 2 |
| the World" by Innovest Strategic Value Advisors; awarded as the | 3 |
| 2007 Dow Jones Sustainability World Index Medical Products | 4 |
| Industry Leader; named by Corporate Responsibility Officer | 5 |
| magazine as one of its "100 Best Corporate Citizens," and | 6 |
| awarded in 2008 by the Illinois League of Women Voters with its | 7 |
| inaugural Environmental Sustainability Stewardship Award; and

| WHEREAS, Baxter has been recognized many times for | 9 |
| leadership in addressing global climate change and reducing its | 10 |
| greenhouse gas emissions; Baxter supports sustainable energy | 11 |
| alternatives, promotes cross-industry initiatives, and engages | 12 |
| in the public policy debate; Baxter is a founding member of the | 13 |
| Chicago Climate Exchange, the world's first and North America's | 14 |
| only carbon cap-and-trade system; Baxter participates in | 15 |
| Chicago Mayor Richard M. Daley's Chicago Climate Change Task | 16 |
| Force; and Baxter served as one of three vice-chairs on the | 17 |
| State of Illinois Climate Change Advisory Group that | 18 |
| recommended a plan for how Illinois could reduce state | 19 |
| greenhouse gas emissions to 1990 levels by 2020; and

| WHEREAS, Baxter works with a number of | 21 |
| sustainability-related organizations, including Ceres, the Pew | 22 |
| Center for Global Climate Change, GRI, The Conference Board, | 23 |
| the U.S. Environmental Protection Agency through Climate | 24 |
| Leaders, The Green Suppliers Network, and the National |

| Environmental Performance Track; in addition to its public | 2 |
| policy leadership in addressing climate change, Baxter | 3 |
| announced that its 1,500-employee headquarters in Deerfield | 4 |
| achieved carbon-neutral status, effective April 2007; Baxter | 5 |
| was the first company to help validate agricultural carbon | 6 |
| credits by purchasing carbon credits offered by Illinois | 7 |
| farmers and landowners through the Illinois Conservation and | 8 |
| Climate Initiative; in addition, the International Carbon | 9 |
| Disclosure Project named Baxter to its 2007 Climate Disclosure | 10 |
| Leadership Index under its 5th Survey of FT500 Corporate | 11 |
| Approaches to Climate Change; and

| WHEREAS, The U.S. Environmental Protection Agency | 13 |
| recognized Baxter on its Fortune 500 Green Power Partner | 14 |
| Challenge list; in 2007, Baxter launched AVIVA, a new non-PVC, | 15 |
| non-latex medical IV solution container that carries the | 16 |
| Green-e label, indicating the electricity used to produce these | 17 |
| containers is offset by 100 percent Green-e certified renewable | 18 |
| energy; in addition to its leadership in climate change, Baxter | 19 |
| strives to conserve water and uses this resource as efficiently | 20 |
| as possible in its products and operations, and is enhancing | 21 |
| its water conservation, reuse, and wastewater treatment | 22 |
| capabilities worldwide; therefore, be it
| 23 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 24 |

| presented to Thomas T. Stallkamp, Lead Director of Baxter | 7 |
