To the Honorable Members of the

Illinois Senate

95th General Assembly

Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return

Senate Bill 1317, entitled “AN ACT concerning State government.” with the following specific recommendations for change:

on page 24, line 18, by deleting “and”; and

on page 25, line 3, by replacing “.” with “; and”; and

on page 25, line 4, before “The”, by inserting “(c) after giving effect to the financing or refinancing of the out-of-state project, the Authority shall have the ability to issue at least an additional $1,000,000,000 of bonds under Section 845-5(a) of this Act.”; and

on page 25, line 8, after “that”, by inserting “uses State volume cap under Section 146 of the Internal Revenue Code of 1986, as amended, or”.

With these changes, Senate Bill 1317 will have my approval. I respectfully request your concurrence.
