AMENDMENT TO SENATE BILL 1448

2     AMENDMENT NO. ______. Amend Senate Bill 1448, AS AMENDED,
3 with reference to page and line numbers of Senate Amendment No.
4 3, on page 1, by replacing lines 8 through 10 with the
5 following:
6     ""Equal access" means to be able to interact with a State
7 agency or constitutional office at a level equal to"; and
 
8 on page 2, by replacing lines 5 through 7 with the following:
9 "State agencies and constitutional officers, as defined by rule
10 by the appropriate State agency or constitutional officer.
11 "Important"; and
 
12 on page 2, by deleting lines 11 through 15; and
 
13 on page 2, line 20, by inserting immediately after "service",
14 the following:
15 "from State agencies or constitutional officers"; and

1 on page 2, by replacing lines 22 through 25 with the following:
2     "(a) Each State agency and constitutional officer shall
3 take reasonable steps to provide equal access to the agency or
4 office for individuals with limited English proficiency."; and
 
5 on page 3, lines 1 and 2, by deleting "to public services"; and
 
6 on page 3, by replacing line 3 with the following:
7         "(1) Development and implementation of pilot programs
8     or phase-in implementation plans for having a sufficient
9     number of qualified bilingual"; and
 
10 on page 3, line 6, before "services", by inserting "oral
11 language"; and
 
12 on page 3, by replacing lines 8 and 9 with the following:
13 "between a State agency or constitutional officer and
14 individuals with limited English proficiency."; and
 
15 on page 3, by replacing line 10 with the following:
16         "(2) Development and implementation of pilot programs
17     or phase-in implementation plans for translating important
18     documents ordinarily"; and
