Amends the Technology Advancement and Development Act. Provides that grants under the Act may be made to research and test products that render the use of anhydrous ammonia inert in the production of methamphetamine. Effective July 1, 2007.

| AN ACT concerning State government.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 5. The Technology Advancement and Development Act | 5 |
| is amended by changing Section 2002 as follows:
| 6 |
| (20 ILCS 700/2002) (from Ch. 127, par. 3702-2)
| 7 |
| Sec. 2002. Grant purposes.
| 8 |
| (a) Grants authorized under this Article
shall be awarded | 9 |
| only for the following purposes: (i) applied innovation
| 10 |
| research that provides initial grant funding to help serve | 11 |
| critical research
and development projects to respond
to
| 12 |
| unique, advanced technology projects and which foster the | 13 |
| development of
Illinois' economy through
the advancement of the | 14 |
| State's economic, scientific, and technological
assets, or
| 15 |
| which are recognized as technology programs of exemplary and | 16 |
| outstanding
research in the field of science and technology; or | 17 |
| to assist
eligible
applicants in the State apply for, or | 18 |
| qualify for and leverage, federal
funds awarded for advanced | 19 |
| technology projects concerning research and
development, | 20 |
| business innovation research or technical development, or the
| 21 |
| transfer of useful technology to the private sector;
(ii) | 22 |
| university and industry partnerships that create high-skill | 23 |
| employment
opportunities and internship
activities in the |

| communities that enable graduates and faculty to stay in
| 2 |
| Illinois and
university and industry initiatives that | 3 |
| strengthen the relationship between
industry and academia in
| 4 |
| Illinois so that applied university research is responsive to | 5 |
| the needs of the
various state industries
and industry | 6 |
| clusters;
(iii)
centers of excellence in technology | 7 |
| commercialization, innovation evaluation,
and intellectual
| 8 |
| property management that encourages the growth of new | 9 |
| enterprises based on
technologies
developed at Illinois | 10 |
| research centers including technology
partnerships, technology | 11 |
| consortiums or research centers and industry
technology | 12 |
| associations that are, or will be, established to perform | 13 |
| research
and development in present and emerging technologies | 14 |
| that can be developed for
use by commerce and industry; and
| 15 |
| (iv) technology
transfer projects involving promotion of new or | 16 |
| innovative technologies
among
small and medium-sized Illinois | 17 |
| manufacturers where the technologies have
immediate commercial | 18 |
| application; training
and information dissemination that is | 19 |
| directly applicable to small and
medium-sized Illinois | 20 |
| manufacturer needs; or information transfer to Illinois
based
| 21 |
| research institution regarding best practice in industrial
| 22 |
| commercialization of technology developments; (v) planning and | 23 |
| operational
support for statewide support that improve | 24 |
| practices in technology
commercialization including
needs
| 25 |
| assessment and evaluation of the status of technology | 26 |
| implementation throughout
the State ; and (vi) research and |

| testing of products that render the use of anhydrous ammonia | 2 |
| inert in the production of methamphetamine .

| (b) Grants awarded pursuant to this Article may be used to | 4 |
| help
subsidize expenses, as approved by the Department, for | 5 |
| capital
improvements, equipment, contractual services, | 6 |
| commodities, personnel,
support costs, including | 7 |
| telecommunication, electronic data and
commodities, or other | 8 |
| costs.

| Section 99. Effective date. This Act takes effect July 1, | 11 |
| 2007.
