AMENDMENT TO HOUSE BILL 1329

2     AMENDMENT NO. ______. Amend House Bill 1329 on page 1, line
3 5, immediately after "20", by inserting the following:
4 ", 23,"; and
 
5 on page 1, immediately below line 23, by inserting the
6 following:
 
7     "(225 ILCS 412/23)
8     (Section scheduled to be repealed on January 1, 2014)
9     Sec. 23. Scope of practice.
10     (a) The scope of practice of an electrologist is limited to
11 the following:
12         (1) The application of an antiseptic on the area of the
13     individual's skin to which electrology will be applied.
14         (2) The use of a sterile needle/probe electrode type
15     epilation, which includes (i) electrolysis, known as
16     direct current/DC, (ii) thermolysis, known as alternating

1     current/AC, or (iii) a combination of both electrolysis and
2     thermolysis, known as superimposed or sequential blend.
3     (b) Nothing in this Act shall be construed to authorize an
4 electrologist to perform use surgery including but not limited
5 to the use of any laser technology. Services involving laser
6 technology may only be performed if they are delegated by a
7 physician licensed to practice medicine in all its branches
8 consistent with Section 20 of this Act and the Medical Practice
9 Act of 1987 and any rules promulgated thereto. An electrologist
10 shall refer to a licensed physician any individual whose
11 condition, at the time of evaluation or service, is determined
12 to be beyond the scope of practice of the electrologist, such
13 as an individual with signs of infection or bleeding.
