| AMENDMENT TO HOUSE BILL 3767

| AMENDMENT NO. ______. Amend House Bill 3767 as follows: | 3 |
| on page 3, line 17, after "adults.", by inserting "Communities | 4 |
| in Illinois are developing and implementing promising models | 5 |
| that should be evaluated and supported."; and
| 6 |
| on page 3, line 21, by replacing "a holistic" with "an | 7 |
| evidence-based, holistic"; and
| 8 |
| on page 4, line 6, after "nutrition,", by inserting "effective | 9 |
| methods for improving nutrition and physical activity,"; and
| 10 |
| on page 4, by replacing line 10 with the following: | 11 |
| "activity, including improving community access to | 12 |
| healthy food and safe opportunities for physical | 13 |
| activity."; and |

| by replacing line 12 on page 4 through line 1 on page 5 with the | 2 |

| "after the effective date of this Act, and subject to the | 4 |
| availability of public, private, and contributed in-kind | 5 |
| resources, the Department of Public Health shall work with the | 6 |
| Department of Human Services and other public, private, and | 7 |
| voluntary stakeholders to plan, organize, and publicize at | 8 |
| least 3 hearings on the health and social costs of obesity and | 9 |
| the need to address the obesity epidemic with community, | 10 |
| policy, and individual health behavior change. The purpose of | 11 |
| these hearings shall be to (1) highlight existing State and | 12 |
| community level initiatives, (2) identify existing plans and | 13 |
| opportunities for action and the expansion of initiatives, (3) | 14 |
| inform policy makers and the public about effective solutions | 15 |
| to the problem, and (4) identify and engage stakeholders to | 16 |
| promote action to reduce obesity, improve nutrition, and | 17 |
| increase physical activity. The hearing officers shall | 18 |
| include: the Chair of the State Board of Health or her designee | 19 |
| and up to 3 additional members of the State Board of Health; | 20 |
| the Chair of the Chronic Disease Task Force, if appointed, and | 21 |
| up to 3 additional members of the Chronic Disease Task Force, | 22 |
| if appointed; 2 members of the House of Representatives, one of | 23 |
| whom shall be named by the Speaker of the House and one of whom | 24 |
| shall be named by the Minority Leader of the House; and 2 | 25 |
| members of the Senate, one of whom shall be named by the | 26 |
| President of the Senate and one of whom shall be named by the |

| Minority Leader of the Senate. The Department shall provide or | 2 |
| work with stakeholders to provide logistical and support staff | 3 |
| for hearings."; and
| 4 |
| on page 5, by replacing lines 2 through 6 with the following: | 5 |
| "No later than February 1, 2010, and subject to the | 6 |
| availability of public, private, and contributed in-kind | 7 |
| resources, a report on these hearings shall be provided to the | 8 |
| members of the General Assembly and the State Board of Health | 9 |
| to inform and support action on implementing the"; and
| 10 |
| on page 5, by replacing lines 10 and 11 with the following: | 11 |
| "General Assembly."; and
| 12 |
| on page 5, by replacing lines 17 and 18 with the following: | 13 |
| "education and engagement campaign focusing on the health | 14 |
| effects of obesity, the social costs of obesity, and".
