Creates the Re-enrollment Academics Act. Provides for grants to a school district that, in cooperation with community colleges, local employers, and community-based organizations, establishes a re-enrollment academy that meets specified criteria. Requires the State Board of Education to compile annual evaluations, in cooperation with school districts operating re-enrollment academy programs, and to prepare an annual report on re-enrollment academies. Provides that the grants are subject to appropriation or other available federal or private funding. Effective immediately.

| AN ACT concerning education.
| 2 |
| Be it enacted by the People of the State of Illinois,
| 3 |
| represented in the General Assembly:
| 4 |
| Section 1. Short title. This Act may be cited as the | 5 |
| Re-enrollment Academics Act. | 6 |
| Section 5. Purpose. The purpose of this Act is to re-enroll | 7 |
| and successfully teach students who are at risk of or have | 8 |
| dropped out of school through comprehensive programs that | 9 |
| operate year-round, have at least 6 hours of instruction, and | 10 |
| offer after-school programs with strong support services | 11 |
| necessary to re-enroll, engage, and graduate students. | 12 |
| Section 10. Establishment. A school district, in | 13 |
| cooperation with community colleges, local employers, and | 14 |
| community-based organizations, may establish a re-enrollment | 15 |
| academy that is eligible for a grant under this Act if the | 16 |
| re-enrollment academy meets all of the following requirements: | 17 |
| (1) The re-enrollment academy must at a minimum provide | 18 |
| for a 5-clock-hour day and be under the direct supervision | 19 |
| of teachers. | 20 |
| (2) The re-enrollment academy must be at a 2-year | 21 |
| school within a school program for grades 10 through 12 | 22 |
| that is organized around a career theme to educate, |

| graduate, and help students who entered the program as a | 2 |
| student at risk of dropping out of school or a student that | 3 |
| had dropped out of school make the transition into | 4 |
| postsecondary education, training, or employment. | 5 |
| (3) The re-enrollment academy must be a | 6 |
| standards-based educational program that prepares students | 7 |
| both academically and technically for entrance into | 8 |
| postsecondary education or careers. | 9 |
| (4) The re-enrollment academy must be a voluntary | 10 |
| program with small classes, an experienced teaching staff, | 11 |
| comprehensive support services, and innovative educational | 12 |
| approaches that include student learning opportunities | 13 |
| that incorporate action into study. | 14 |
| (5) The re-enrollment academy must integrate work | 15 |
| experience and education, including during the school year | 16 |
| and after school, and include summer school programs that | 17 |
| link internships, work, and learning. | 18 |
| Section 15. Evaluation; report. The State Board of | 19 |
| Education shall compile annual evaluations, in cooperation | 20 |
| with school districts operating re-enrollment academy | 21 |
| programs, and shall prepare an annual report on re-enrollment | 22 |
| academies. | 23 |
| On or before the second Wednesday of every even-numbered | 24 |
| year, the State Board of Education shall issue a report to the | 25 |
| General Assembly and the Governor on its findings for the |

| previous 2 school years. In the report required by this | 2 |
| Section, the State Board of Education shall report on, without | 3 |
| limitation, program enrollment, attendance, academic | 4 |
| achievement, skill gains, credit gains, graduations, and | 5 |
| entrance into jobs or college. | 6 |
| Section 20. Grants. Subject to appropriation or other | 7 |
| available federal or private funding, the State Board of | 8 |
| Education may provide grants to re-enrollment academies that | 9 |
| meet the requirements of this Act.

| Section 99. Effective date. This Act takes effect upon | 11 |
| becoming law.
