| HOUSE JOINT RESOLUTION

| WHEREAS, With the State's current dire financial | 3 |
| situation, the reduction of State expenses must be implemented | 4 |
| wherever possible; and
| 5 |
| WHEREAS, Suggestions have been made that reductions could | 6 |
| be made by reducing expenses of State boards and commissions | 7 |
| and the compensation paid to the members of those entities; and
| 8 |
| WHEREAS, The General Assembly should conduct a thorough | 9 |
| analysis of expenses incurred by State boards and commissions, | 10 |
| including expenses resulting from compensation paid to members | 11 |
| of those entities, to determine where a reduction or | 12 |
| elimination of expenses may be made; therefore, be it
| 13 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 14 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | 15 |
| SENATE CONCURRING HEREIN, that there is created a bipartisan | 16 |
| Boards and Commissions Advisory Panel for the purpose of | 17 |
| conducting an exhaustive analysis of all statutorily created | 18 |
| advisory panels, authorities, boards, commissions, committees, | 19 |
| councils, and task forces to determine where cost savings may | 20 |
| be made; and be it further
| 21 |
| RESOLVED, That the Boards and Commissions Advisory Panel |

| shall, at a minimum, review the activity status of all | 2 |
| statutorily created advisory panels, authorities, boards, | 3 |
| commissions, committees, councils, and task forces to | 4 |
| determine if all vacancies on these entities have been filled, | 5 |
| if these entities are meeting, and how members of these | 6 |
| entities are compensated and to calculate the various expenses | 7 |
| of these entities; and be it further
| 8 |
| RESOLVED, That the Advisory Panel shall report its findings | 9 |
| and recommendations for reductions to the General Assembly by | 10 |
| filing a report with the Secretary of the Senate and the Clerk | 11 |
| of the House of Representatives before June 30, 2011; and be it | 12 |
| further
| 13 |
| RESOLVED, That the Advisory Panel shall have 12 voting | 14 |
| members, as follows: 3 members of the Senate appointed by the | 15 |
| President of the Senate, 3 members of the Senate appointed by | 16 |
| the Senate Minority Leader, 3 members of the House of | 17 |
| Representatives appointed by the Speaker of the House of | 18 |
| Representatives, and 3 members of the House of Representatives | 19 |
| appointed by the Minority Leader of the House of | 20 |
| Representatives; and be it further | 21 |
| RESOLVED, That the Governor, or his or her designee, shall | 22 |
| serve as an ex-officio, non-voting member of the Advisory | 23 |
| Panel; and be it further |

| RESOLVED, That one member from each political party shall | 2 |
| be selected by the Advisory Panel members to serve as a | 3 |
| co-chairperson; and be it further | 4 |
| RESOLVED, That the Advisory Panel shall meet at the call of | 5 |
| the co-chairpersons and that the members shall serve without | 6 |
| compensation; and be it further | 7 |
| RESOLVED, That all actions of the Advisory Panel require | 8 |
| the affirmative vote of at least 7 voting members; and be it | 9 |
| further
| 10 |
| RESOLVED, That the Governor's Office of Executive | 11 |
| Appointments shall provide staff support to the Advisory Panel; | 12 |
| and be it further | 13 |
| RESOLVED, That a suitable copy of this resolution be | 14 |
| delivered to the Governor of the State of Illinois.
