AMENDMENT TO HOUSE RESOLUTION 1166

2     AMENDMENT NO. ___. Amend House Resolution 1166 by replacing
3 everything after the title with the following:
 
4     "WHEREAS, The 1st week of May is designated as National
5 Safe Drinking Water Week; and
 
6     WHEREAS, Water is our most valuable natural resource; and
 
7     WHEREAS, Tap water provides vital public health and fire
8 protection; tap water also provides support for our economy and
9 sustains the quality of life we enjoy; and
 
10     WHEREAS, Americans consume approximately 50-plus gallons
11 of water a day on average; and
 
12     WHEREAS, All measures of a successful society, including
13 low mortality rates, economic growth and diversity,

1 productivity, and public safety, are all in some way related to
2 access to safe drinking water; and
 
3     WHEREAS, Every citizen is called upon to help protect our
4 source waters from pollution and to promote water conservation;
5 the United States Environmental Protection Agency suggests
6 that if each resident fixed all their household water leaks and
7 put in low-flow shower heads today, they could reduce their
8 water consumption by 25%; and
 
9     WHEREAS, True cost pricing of water is an important element
10 in present and future water conservation, in contrast to water
11 rates that are artificially low due to various subsidies; and
 
12     WHEREAS, It is critical to the future health and growth of
13 the State of Illinois that both private and public systems
14 continue to invest in our water infrastructure; the U.S. EPA
15 estimates that there is a $330 billion dollar gap in water
16 infrastructure investment throughout our nation; the State of
17 Illinois should continue to promote investment in its water
18 infrastructure both in public and private systems; and
 
19     WHEREAS, It is imperative that adequate funding be made
20 available for the State of Illinois to ensure that essential
21 research and analysis of Illinois' current and future water
22 needs can be done by organizations such as the Illinois Water

1 Survey and the State Regional Water Supply Committees;
2 therefore, be it
 
3     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
4 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
5 join with the rest of the nation in celebrating National
6 Drinking Water Week and applaud the workers who work hard every
7 day to ensure that the citizens of the State of Illinois have
8 safe, fresh, reliable, high-quality drinking water; and be it
9 further
 
10     RESOLVED, That we commit ourselves over the next year to
11 vigorously raising the consciousness of the public on the
12 importance of safe water resources.".
