| HOUSE RESOLUTION

| WHEREAS, The members of the Illinois House of | 3 |
| Representatives are pleased to congratulate the University of | 4 |
| Illinois at Springfield for hosting the American Political | 5 |
| Science Association's 10th annual State Politics and Policy | 6 |
| Conference and Professor Christopher Z. Mooney on the naming of | 7 |
| the American Political Science Association's annual Best | 8 |
| Dissertation in State Politics and Policy award in his honor; | 9 |
| and
| 10 |
| WHEREAS, On June 3 to 5, 2010, the University of Illinois | 11 |
| at Springfield will host the 10th Annual State Politics and | 12 |
| Policy Conference; the event is a major national conference, | 13 |
| being the premier event of the year for political scientists | 14 |
| studying state politics and policy; and
| 15 |
| WHEREAS, The American Political Science Association | 16 |
| announced that it is honoring University of Illinois at | 17 |
| Springfield political science professor Christopher Z. Mooney | 18 |
| by naming a national Ph.D. dissertation award in his honor; and
| 19 |
| WHEREAS, Doctoral candidates worldwide can be nominated | 20 |
| for the award in the category of Best Dissertation in State | 21 |
| Politics and Policy and, beginning in 2010, the award will be | 22 |
| given annually for the best Ph.D. dissertation in the field |

| that is written in the previous calendar year at any | 2 |
| university; and
| 3 |
| WHEREAS, This award has been named in honor of Christopher | 4 |
| Mooney in recognition of his founding of State Politics and | 5 |
| Policy Quarterly, an academic journal that he edited from 2001 | 6 |
| to 2007, and has served as business manager of since 2001; and
| 7 |
| WHEREAS, Christopher Mooney was instrumental in founding | 8 |
| the annual State Politics and Policy Conferences and has helped | 9 |
| lead the recent resurgence in the study of comparative state | 10 |
| politics in political science; and
| 11 |
| WHEREAS, Christopher Mooney received considerable | 12 |
| assistance from Barbara Ferrara of the University of Illinois | 13 |
| at Springfield Center for State Policy and Leadership to | 14 |
| organize the national conference and is a frequent panelist on | 15 |
| State Week in Review for Illinois Public Radio; and
| 16 |
| WHEREAS, Christopher Mooney has authored and edited | 17 |
| numerous books and papers, and his edited volume, The Public | 18 |
| Clash of Private Values: The Politics of Morality Policy | 19 |
| (2001), created a new area of inquiry within the field of | 20 |
| policy research; and
| 21 |
| WHEREAS, In 2006, Christopher Mooney received the |

| University of Illinois at Springfield Faculty Excellence Award | 2 |
| and is a member of numerous disciplinary associations and | 3 |
| journal editorial boards; and
| 4 |
| WHEREAS, Christopher Mooney currently resides in Rochester | 5 |
| and attended the University of Wisconsin at Madison, earning | 6 |
| his Bachelors of Arts degree with honors in 1982, his Masters | 7 |
| of Public Administration in 1985, his Masters of Arts in | 8 |
| Political Science in 1987, and his Ph.D. in Political Science | 9 |
| in 1990; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 11 |
| NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
| 12 |
| congratulate the University of Illinois at Springfield for | 13 |
| hosting the American Political Science Association's 10th | 14 |
| annual State Politics and Policy Conference and Professor | 15 |
| Christopher Z. Mooney for the national recognition he so justly | 16 |
| deserves as one of the nation's leading experts on state | 17 |
| politics and policy; and be it further
| 18 |
| RESOLVED, That a suitable copy of this resolution be | 19 |
| presented to Professor Christopher Z. Mooney as a symbol of our | 20 |
| respect and esteem.
